Description

Abstract
"近年來政府積極推動桃園航空城計畫,首先第一步係於2010年將桃園國際機場改制為公司體制,希望藉由機場企業化經營,強化航線網絡拓展,提升競爭力,成為東亞樞紐機場(Hub Airport)之一;同時在奠定樞紐機場基礎之後,更期望藉此能提升機場飛航收入(Aeronautical Revenue)及商業收入(Non-aeronautical Revenue),帶動區域經濟再次成長。由此可證明,航網連結度為樞紐機場的重要及基礎關鍵因素,因此本研究將以桃園機場為例,進行深入研究。 桃園機場自2010年公司化以來,適逢兩岸直航及低成本航空(Low Cost Carrier)興起,整體航線數量雖有所提升,但增加的航線90%以上集中在亞洲,屬於區域短程航線(Regional short-haul flights),跨洲的長程航線相當有限,造成的現況是:旅客欲飛往歐美或其他洲時,大多需經過1至2次轉機才能到達目的地;同時加上兩岸直航後,台灣至大陸的航點及航班大增,大陸籍航空公司低價促銷,使得原本台灣方面希望大陸旅客來台轉機至歐美的政策,反而變成台灣旅客經由中國大陸轉機至歐美,間接造成桃園機場對上海浦東機場、北京機場及廣州機場依賴性增加,極不利於桃園機場的樞紐發展。 由於航網連結度對航空公司、乘客、機場,甚至國家的經濟發展都有相當重要的影響,各國已紛紛投入相關研究與發展,反觀本研究在進行資料收集時,發現國內的研究有限,權責機關未見有所著墨,業者也相對保守,不僅直接或間接造成旅客外流,長期下來,更將影響台灣的民航發展。因此本研究將以航空公司、旅客及機場的角度出發,逐步分析如何以航網連結度支持航空公司及機場成長,計畫分三年進行,各年度研究子題為:第一年-分析考量財務狀況下如何提升航空公司之航網連結度,第二年-依據旅客偏好及航空公司營利最大化建議新航線,第三年-利用連結度提升桃園機場競爭力,研究成果將可作為航空公司、及機場及政府制訂相關運輸、觀光、產業、經濟等政策之參考。 ""One of the key successful factors of Taiwan's Aerotropolis Project is the transformation of its major gateway-Taoyuan International Airport (TIA). TIA has been corporatized in 2010, and set for two objectives: one is to establish its 'Hub Airport' position by strengthening routes development; the other is to promote its aero- and non-aero revenues. While the former has been recognized having the most important impact on an Aerotropolis. This research is focused on how the routes connectivity will be shaping a hub airport by using TIA as an example. After TIA's corporatization, total number of its flight routes is increased due to the opening direct flight with Mainland China and the rise of Asian low cost carriers. However, more than 90% of new routes are regional short-haul destinations. Passengers who would like to travel from Taiwan to cities outside Asia have to transfer at least 1 to 2 times. In addition, the opening direct fights between Taiwan and China, although provides lots of connections between these two countries. One major consequence of this aviation policy is more and more Taiwanese passengers travel to China and transfer to Europe and America via Shanghai, Beijing and Guangzhou. As a results, TIA becomes a feeder airport to those Chinese airports. This development is definitely a warning signal to TIA and the Aerotropolis Project. As Taiwan's geographical location can enhance its ability to develop a well-connected network between Asia-Pacific and the World, the issues of air connectivity of Taiwan's airlines and airports appears to be an important debate pointes. This projects aims to explore the air connectivity of airlines and airports in Taiwan, and divides into three yearly subprojects including: Year I Project-SGR model for national carriers and air connectivity to support their growth; Year II Project-Evaluation of three global alliances' air connectivity in Asia Pacific and find new routes for them; and Year III Project-Connecting for growth: increasing competiveness of Taoyuan international airport. Through the three yearly sub-projects, it is expected to thoroughly investigate the air connectivity of national carriers and their alliances partners for Asia Pacific and global routes. The research results are also expected to contribute to recommendations of airlines management, airport development and air transport policy."
