"由於全球變遷，天氣與海象環境有時變的很嚴峻，帶來洪水、海水面上升與瘋狗浪災害。台灣位處颱風與地震活躍區域，而東北角海域為我國重要魚場、生態保育及具豐沛海洋能源之區域。先前研究已經建立水深平均淺水模式、且成功地應用在黑朝通過綠島所引致的島後尾流及東沙環礁水域潮流與海流的模擬。本研究中，一高解析度(5-100 m) 非靜水壓多層淺水模式將被開發、且應用在模擬極端天氣條件下台灣東北海域之波潮流模擬，並定量探討極端天氣條件下颱風與季風對於台灣東北角海域波潮流與海象環境的影響。該模式採不規則三角形或四邊形計算網格和最小二乘有限元素法。由於台灣東北部海域的海岸線複雜與陡峭的底床，模擬該海域在極端天氣條件下之波潮流極具挑戰性與重要性，特別是對流場在垂直方向之細微變化。計算結果會與現場監測以及2D 風浪(wind wave model)模式、布氏（Boussinesq）模式與非靜水壓 （non-hydrostatic sigma model）模式結果比較，評估各模式之優缺點與限制；此外，模式預測可做為海洋能最佳場址選取、緊急應變規劃、與發電機組維運設計之參考。預計完成之工作項目包括︰第一年（8/1/2018 - 7/31/2019） : - 建構高解析度之台灣東北角海域地形模型與計算網格：利用靜水壓淺水模式模擬研究區域之波潮流- 探討颱風與季風對台灣東北海域波潮流之影響- 比較模式預測與現地監測以及2D風浪模式、2D布氏模式與非靜水壓 sigma 模式之結果第二年（8/1/2019 - 7/31/2020）: - 開發高解析度非靜水壓多層淺水模式、並應用於研究範圍水域- 探討颱風與季風對台灣東北海域波潮流之影響第三年（8/1/2020 - 7/31/2021） : - 應用高解析度非靜水壓多層淺水模式探討極端天氣條件下台灣東北海域之波潮流變化- 比較模式預測與現場監測以及2D風浪模式、布氏模式與3D非靜水壓 sigma 模式之結果" "Due to the global change, weather and marine environment sometimes become severe and cause extreme damages, such as flooding, sea level rising, and rouge waves. Taiwan locates at one of typhoon and earthquake the most active areas. Northeastern Taiwan coast water is an important fish, ecological conservation, and ocean energy field of Taiwan. A depth-averaged shallow-water equations model has been developed and applied to Green Island wakes due to the passing of Kuroshio and coastal circulation of Dongsha Atoll water in the previous study. In this study, a high resolution (5-100 m) non-hydrostatic multi-layer shallow-water model (SWM) will be developed and applied to simulate wave/flow/tide field of the northeastern Taiwan coast water under the extreme weather conditions. Effect of typhoons and monsoons under the extreme weather conditions on the hydrodynamics of the northeastern Taiwan coast water will be quantitatively investigated. The model is based on the unstructured triangle or quadrilateral elements and least-squares finite-element method. Owing to complex coastlines and steep offshore slope of the northeastern Taiwan coast water, simulations of its wave/flow/tide field under the extreme weather conditions is challenge and important, especially for the detailed vertically varying flow structures. Computed results will be compared with field measurements as well as results of 2D wind wave model, Boussinesq model, and non-hydrostatic sigma model to assess the strength/weakness and limitations of each model. Furthermore, model predictions can provide reference for selection of the potential ocean energy plant site, contingency plan for emergency, and planning for maintenance and operations of ocean energy system. Tasks to be carried out include:1st year (8/1/2018 - 7/31/2019):- Construct a high resolution bathymetry model and computational meshes for the northeastern Taiwan coast water; simulate wave/tide/flow field of the study area water using hydrostatic SWM- Study effect of typhoon and monsoon on the study area water- Compare computed results with field measurements as well as that of 2D wind wave model, 2D Boussinesq model, and non-hydrostatic sigma model2nd year (8/1/2019 - 7/31/2020):- Develop a high resolution non-hydrostatic multi-layer SWM for the study area water- Study effect of typhoon and monsoon on the study area water3rd year (8/1/2020 - 7/31/2021):- Apply a high resolution non-hydrostatic multi-layer SWM for the study area water under the extreme weather conditions- Compare computed results with field measurements as well as that of 2D wind wave model, Boussinesq model, and 3D non-hydrostatic sigma model"
