Description

Abstract
本計畫過去兩年的執行成效已在漁會、開發商、漁業署與能源局四者之間,經由 溝通平台協助其彼此間進行溝通與協調,已能隨時掌握各方之動態與想法,並能適時 發掘關鍵問題與提出具體因應對策,供漁政與能源主管機關參酌。首先是離岸風電的 漁業補償算定基準公式已獲農委會確認,俟法定程序走完將於本年內儘速公告,可解 決離岸風電最關鍵之漁業問題。其次是漁業回饋金,將比照台電促協金模式,另訂一 計算透明,分配合理之方案,對此目前漁會與開發商均希望越簡單越單純越好。風場 友善漁業(養殖)空間之規劃,亦將於今年內提出具體構想,而潛力場址與海纜路由上既 有漁業活動之調查亦持續進行,以累積建立風場施工前之漁業基本資料庫。 106 年將持續執行著有成效之溝通平台、所有潛力場址既有漁業活動之調查、人工 魚礁效益評估調查,以及漁會質疑可否在風場內進行藻類養殖之試驗。此外,針對行 政院「離岸風電示範案漁業協商」會議結論:應對雲彰隆起海域後續漁業經營管理之 整體規劃,包括漁民生活救助、協助漁民轉業、調整經營型態等研擬通案性協助機制, 將成為本計畫本年度最重要之工作項目,因為此一項目亦適用未來之區塊開發,均對 臺灣西部漁業之永續發展影響深遠。 The implementation of this program in the past two years has been successful among Fishermen's Association, developer, Fisheries Agency and the Department of Energy via a communication platform to help them communicate and coordinate with each other, which has been able to trace all of the trends and ideas, and explores key issues and specific counter-measures in properly time in order to provide information as references for both fisheries and energy authorities. Firstly, offshore wind energy fisheries compensation calculated formula has been confirmed by COA that as soon as the legal proceedings go through will notice as soon as possible within this year, and can be solved most key fisheries issues for offshore wind power. And the fishery feed-back fund, would follow the Taipower Power Development Foundation model to make an alternative calculation transparent, reasonable distribution of program, which at present fishing and developers hope that simpler is simply better. The spatial planning of wind farm-friendly fisheries (aquaculture) will also submit forward specific ideas within this year, and the potential site and submarine cable route survey of the fishing activity has continued on to accumulate data for establishing wind farms before construction of fisheries basic database. In 2017 it will be continued to carry out effective communication platform, all potential sites for both fishing activities of investigation, artificial reefs benefit assessment surveys in wind and fishermen argued the possibility of algal culture tests carried out in the field. Also, following Executive Yuan’s " Fisheries negotiation of Offshore Demonstration Incentives Plan " meeting conclusion: should Yun-Chang Rise waters follow-up fisheries business management of overall planning, including fishermen living cost aids, assisting fishermen to change jobs, and adjustment business operation type for elaboration of mechanisms of assistance through case. These will became the most important of work project of this program in this year, because this also applies to a block area development and future, are deeply influenced on the sustainable development of fishery in Taiwanese western waters.
