藉由沿海環境生態、漁業資源與社區人文社會經濟及文化等不同面向的暴露度與脆弱度之掌握，探討初級產業(家計型漁業與養殖)與不同社區(漁村)受到環境(氣候)變遷效應之社會生態系統與風險認知，並透過跨層級利害關係人的座談或共識營取得共識暨調適治理策略。方法上除兼具科學基礎與人文社會關連外，亦是首次基於初級海洋產業與沿海社區社會生態脆弱度評估及跨層級利害關係人調適治理策略與法規施行可行性的跨領域示範研究,預期可建立因應沿海區域針對氣候變遷效應(環境生態與產業變遷、人文社會等)之跨層級調適治理支援決策模式,亦可作為相關主管機關推動因應環境(氣候)變遷之跨領域跨層級調適治理政策研擬的參考。
