    <summary type="text">標題: 關於公民參與海洋文化資產保護的教學實踐研究

摘要: 本計劃試圖解決申請人過去幾年間，於教學上（海洋事務概論）所發現的學生學習興致低落，甚至學用脫節不一而衍生的學習問題。基此，本計畫引入歐洲行之有年的文化資產教育，擬以北海岸地區為施作場域，先將海洋事務與社區在地化及海洋文化資產結合，繼從國立臺灣海洋大學周邊的人文歷史、社會民俗等層面出發，擴大討論當地具代表性的海洋文化資產，並進行相關文化資產的實際提名演練作業，最後以量化與質化雙軌評量學生學習動機改變成效。總括而言，本教學實踐研究計畫成果有二：其一，傳統授課為單向式，老師侃侃而談講授，學生被動接受，難以引發學生的學習動機；因此，本計劃藉由改變既有的教學方法，來解決上述的問題。其二，本計劃在提高學生對於海洋文化意識建構的興趣後，將使學生在學習上更有其「自主性」與「反思性」，最終取得解決問題的知識與能力，以及促成學生學以致用，教學相長並益，最終希望藉由本計畫的理念闡述與實作評量過程，深化海洋事務概論課程內容，達成研究上的貢獻，以及教學現場改變的雙重目標。&#xD;

The applicant attempts to solve the problems that students have little interest in learning, and even the gap between learning and doing. Based on this, this project firstly integrates the North Coast area and marine cultural heritage into the course, and then put into practice what students have learned during their studying. In summary, this project will provide two dual results: First, the traditional teaching way absolutizes teacher's dominance position in the teaching process and neglects students' responses; therefore, this project will change the existing methods to solve the above-mentioned problem. Second, this project will increase student learning motivation in the construction of marine cultural awareness, and students will ultimately acquire the knowledge and ability to solve problems. In the end, the applicant hopes to deepen the course content based on the theory and practice of this project.</summary>

摘要: 由於學生們面臨的未來是高度變遷的社會，發展創新解方促進社會各層面的調整以朝向永續發展，是這個世代學生們出社會後面臨的重要課題。然而，學生普遍對於純理論與知識缺乏學習動機、對快速創造與流通的資訊判讀能力需要有系統的練習、同時缺乏對公共事務的效能感(efficacy)。本計畫透過改變教學方式，期許培養學生回應公共事務的知識與能力，並增進其公民效能感。為此，本課程以能源政策為主題進行問題導向教學，並結合部分審議民主元素，透過課堂體驗，提升學生對於公民參與公共事務影響力的了解，帶領學生學習公共政策知識與技術、共同設計(co-design)與共同產出(co-produce)永續能源政策願景劇本與行動方案。在教學實踐貢獻上，本計畫製作結合公民參與永續發展元素的公共政策課程教案，以增補現行以政府內部政策規劃與決策模型為主的公共政策教學素材，同時也分享在公共政策課程中導入新教案時，可能會遇到的難題與建議的解決方法。&#xD;

The university students are facing a changing society. Developing creative and innovative solutions to facilitate sustainability in all aspects of society is a crucial task for this generation. However, students are generally lacking of critical reading skills, motivations to learn textbook-style knowledge and political efficacy. This project introduced problem-based learning and deliberative democracy elements to change traditional teaching method and syllabus for the purpose of increasing students' knowledge and ability to tackle future challenges. This class took energy policy as a case study. It encouraged students to transfer their knowledge learned in class to co-design and co-produce future scenarios of sustainable energy and its relevant action plans. In teaching field, the findings of this project could provide a teaching design with public participation and sustainable development elements into existing public policy teaching materials. It also revealed possible challenges and relevant solutions in introducing innovative lesson plan into the university course.</summary>

    <summary type="text">標題: 教室裡的公共政策提案

摘要: 常見的傳統教學是將教師作為課程主體，使得教學是教師的一種認知行動，教師的課程意識與教學實踐方式，對學生學習成果有關鍵作用，但單向的講授教學在鼓勵學生建立獨立觀點較有限制。本計畫保留一部分傳統的教學方式，培養學生對公共政策的認識與公共政策規劃與評估相關的專業技術基礎，一部分將自主學習法(Active Learning)中的問題導向的學習(problem-based learning, PBL)與合作/協作學習(cooperative/collaborative learning )導入公共政策課程，改善學生們在傳統學習經驗帶來的偏向消極的學習態度、提升判斷資訊的能力、並建立自我對公共事務的意識與獨立想法。&#xD;
Lecture-based teaching is one of the traditional teaching methods. This model allows students to learn systematically. However, this teaching method is one-way that could become a barrier for students to establish their own critical viewpoints. Therefore, this project combines lecture-based teaching, problem-based learning, and cooperative/collaborative learning in Public Policy course. It aims at improving students’ active leaning, ability on reading and analyzing new materials, and increasing public awareness and establishing individual viewpoints on public affairs.</summary>
