The AHP questionnaire survey and Importance- Performance Analysis (IPA) technique are employed to find out eight of the thirty nine sub factors have high degree of importance with low performance scores. These eight sub factors include the extent of vehicles drivers obedience to regulations in the port area, degree of port stevedoring labors’ obedience to port safety guideline, port stevedoring labors’ correct attitude toward port risk management strategy, the stevedoring labors’ emotional stability, miscellaneous equipment and facilities maintenance condition, port staffs’ security control ability, port staffs’ working schedule arrangement, and the length of stevedoring labors’ working hours per day. Four of the eight sub-factors are human factors. Thus we conclude the human factor required immediate attention to improve the successfulness of port risk management strategy. |
