Abstract
鑑於「第一期能源國家型科技計畫」推動如離岸風力、碳捕獲及封存、地熱與海洋能等綠能低碳科技過程中,常面臨社會輿論、當地居民或相關利害關係人抗爭的困境。故「第二期能源國家型科技計畫」將能源政策中較容易引起民眾爭議的部分,納入橋接與溝通分項成立「能源政策之橋接與溝通小組」,藉以重新思考綠能低碳科技研發技術於「第二期能源國家型計畫」的價值,並重新釐清政府各部會和執行單位之定位與分工,尤其特別強調彼此的協調與合作。「能源政策之橋接與溝通小組」規劃出四大方向,包括:(1)政府跨部門溝通平台橋接、(2)法令限制探討研究、(3)民眾抗爭問題之研究、(4)民眾公共參與與媒體公關等,107年度規劃六個子計畫,進行相關問題整理分析,從而掌握關鍵問題,進而提出解決問題方案,以達到人民有感、產業有望的期許。為了有效的推動與管理這項任務,本小組成立推動及管理計畫辦公室並依據「國家型科技計畫管考機制」的要求,協助六大主軸中心處理橋接溝通問題並研擬具可行性之解決方案,同時推廣媒體公關和研究成果發表會,每半年召開一次審查會議以及每季的季報討論會議,完成期中與期末審查的參考資訊以及立法院季報等相關事宜。此外,藉由計畫辦公室的橫向鍊結的功能,以滾動式的管理機制,協助各子計畫順利進行,並引導出未來前瞻性的研究主題。 In view of the fact that while NEP-I (National Energy Program-Phase I) was in progress, some projects such as offshore wind power, carbon capture and storage, geothermal, and marine current power were blocked by public opinion and local residents frequently. Therefore, in performing NEP-II, we make an attempt to generate the specific project to deal with disputes that people concern a lot which is called “Energy Policy Bridging and Communication Division”. With the help of the project, several developing energy technologies, district departments of government and implementation installations will be re-evaluated their value, roles and responsibility, particularly in the aspect of mutual co-ordination and cooperation. In order to let the opinions of the residents, stakeholders and industries tangible to the public in energy issues, there are six sub-projects of four major topics proposed in the Energy Policy Bridging and Communication Division including (1) Construct channels or panel of communication for crossdepartments in government; (2) Study limitations of existing laws and regulations; (3) Study existing disputes of local residents and (4) Social communication and public participation of renewable energy technology and enhance dissemination through media communication. The project aims at collecting and classifying the protests, grasping the key point of the conflicts and looking for the solutions. To accomplish the aim of Energy Policy Bridging and Communication Division, in this preliminary scheme, we address four significant topics preferentially including offshore wind power, carbon capture and storage (CCS), geothermal power and marine current power in which there are potential conflicts between residents benefit and implementation of the government policy. Following the “National Science Technology Program-Tracking and Managing Mechanism”, the planning office is requested to build, promote and manage the project effectively, and finish evaluation such as the midterm review, final review for Ministry of Science and Technology and quarterly reports for Legislative Yuan each year. In addition, taking advantage of cross-linkage function of the planning office and rollto roll process, we will help fulfill each plan smoothly and lead the innovative research subjects in the future.
