Abstract
台電公司為配合政府於彰雲海域以離岸風能與波能共置發電作為近程海洋能源發展策略與規劃,以求降低大量開發之佈置成本及減低環境影響。然考慮兩者技術成熟度不同,本計畫國立臺灣海洋大學海洋工程科技中心,結合中興工程顧問與工業技術研究院,籌組跨領域研究團隊,執行「風波能發電系統共置小型示範電廠研究」計畫,參考歐盟2010 年所啟動的 Marina Platform 計畫,進行風波能共置系統之可行性分析,並進行實際案例的探討、實地運維之相關試驗分析研究。本研究團隊依研究目標,以兩年時間完成四項重要任務:(1)風波能發電共置先期研究(2)台電公司在海洋能發電的推展構想與策略(3)風波能發電共置可行性評析(4)推動小型示範電廠及其運轉計畫。 本研究結果顯示,以點吸收式波浪發電機組進行陣列模擬時顯示適當的浮體排列組合約可提升約1.125倍的發電量。由於吸收式波浪發電機組小、佔地窄,工程可行性程度較高,且國內佈放施工技術能量足夠,未來波浪能推動擬成立一小型試驗計畫,發電總規模不超過500kW。推動初期透過國外技術引進或採用國內研發之機組在彰雲海域進行短期原型機海測以了解機組特性與可靠度。另外本計畫也規劃風波能陣列的後續研究,透過更進一步的數值模擬與水工實驗更能掌握特性以設計更佳的佈放位置方案。 The combination of offshore wind farm and ocean wave convert system is a global trend for the sustainable development of renewable energy. The establishment of the platform requires optimising the exploitation of the resources and challenge for both industries to enhance the power production efficiency and reduce their cost. The relevant aspects of this integration were reviewed and studied in this pilot project. The advantages of this combination could add the energy extraction during the lower offshore wind energy during the summer period. The absorbing and shelting of wave energy could provide a good protection of the foundation scouring for wind turbines and thus increase the foundation stability. Intensive investigation for the peripherally distributed array (PDA) or uniform distributed array (UDA) or other alternatives were conducted to study the feasibility for the combined offshore wind farm and wave power system. The research team of National Taiwan Ocean University (NTOU) organized a cross field joint research team of Sinotech Engineering Consultants(SEC), LTD and Industrial Technology Research Institute (ITRI) to assess the possibility as well as feasibility for the integration of offshore wind and wave power combined system. The major goal aims to build a small demonstration power plant that is suitable for exploitation. The further construction and planning of the larger plant in the future are also analyzed and designed in this project. The project will accomplish the three important missions: (1) A pilot study of combined wind and wave energy system; (2) Promotion strategies of ocean energy for Taipower company; (3) Feasibility study of the integrated wind and wave combined platform and (4) Promotion of operating test for combined wind-wave demonstrative power plant at Changhua coastal waters.
