"臺灣海岸線長達 1,566公里，造就了特殊地理環境與豐富海岸資源，廣泛的範圍涵蓋運動、觀光及遊憩三大領域，因此，當海域運動發展之際，周邊相關產業也會被帶動，漸漸形共生互利的結盟關係，進而形成綿密的產業架構。而這樣的連結，所形成的產業鏈，也是我們亟欲瞭解當海域運動形成產業型態之後，所創造的產業經濟效益。本研究旨在透過實地訪查、文獻探討、德爾菲法、旅遊成本法 (TCM) 及條件評估法 (CVM) 來評估海域運動資源之經濟效益。第一階段擬以實地訪查、文獻分析法與德爾菲法進行歸納與彙整交通部觀光局所劃定之國家級風景區進行海域運動產業分佈情形與產業分類調查。第二段階擬以旅遊成本法 (TCM) 為研究方法，以次級資料分析與問卷調查海域運動參與者到海域場域之國家級風景區的旅遊成本估算遊憩效益。第三階段以條件評估法 (CVM) 來進行，針對擁有海域運動產業之國家級風景區，並於景區內從事海域運動參與者為實證研究範圍，進行問卷調查，直接詢問海域運動參與者支付款的意願。最後再將第二階段旅遊成本法 (TCM) 所得之經濟效益與第三階段條件評估法 (CVM) 所得之經濟效益進行比較。藉由不同評估方式，推估臺灣海域運動產業的經濟效益，藉以導引臺灣地區海域運動產業產業發展，並提供學術論點貢獻。 ""The 1566 kilometers coast line of Taiwan Island creates spectacular geographic environment and coastal resource ranging from sport, tourism and recreation. When the marine sport prospers, the surrounding related industries will be driven and a mutually beneficial alliance and tight-knit industrial structure will thus be formed. When the industrial chain of marine sports is established, it is important to measure the benefit of it. This research intends to assess the benefit of marine sport resources through field study, Delphi Method, Travel Cost Method (TCM) and Contingency Valuation Method (CVM). In stage I, we collect and summarize the distribution and categorization of marine sport industries in National Scenic Areas delineated by Tourism Bureau. In stage II, based on Travel Cost Method we collect the travel cost data through reviewing second-handed data and conducting survey on marine sport participants. In stage III, on the basis of Contingency Valuation Method, we conduct questionnaires on marine sport participants about their willingness to pay. Then, we compare the results from TCM and CVM to assess or estimate the economical benefit of marine sport industry in Taiwan. We hope to lead the development of marine sport industry in Taiwan by providing academicals viewpoints. "
