隨著TPP成協定立以及參與國家逐漸增加，在臺灣尚未加入TPP協定前提下，可能因此造成我國水產品無法以較低關稅待遇因而流失進出口市場。為了避免臺灣經濟因TPP形成後可能造成的不利影響，因此本計畫將研擬臺灣加入「跨太平洋經濟戰略夥伴協定」後，對於臺灣水產品貿易風險指標，並據此擬定因應策略。主要探討的目的有： 1). 研究分析跨太平洋戰略經濟夥伴協定之水產品競爭威脅程度，以及臺灣與參與TPP 協定國家之間水產品貿易之現況及問題 2). 臺灣加入TPP國家間的水產品貿易風險評估？瞭解以探討並瞭解臺灣與參與TPP 協定國家之間水產品貿易在水產品貿易競爭威脅關係，進而可分析水產品出口貿易風險，以協助我國加入TPP協定後，如何開發國際水產品市場 3). 據水產品貿易風險評估結果，逐步建構台灣加入TPP協定對水產品貿易風險，並提供因應策略。Join the TPP countries gradually increased under the premise of Taiwan to join the TPP Agreement, may result in of seafood products can not lower the tariff treatment and thus the loss of import and export markets. Risk indicators for the aquatic trade in Taiwan in order to avoid the potential adverse impact of the formation of the Taiwan economy TPP, this plan will be developed in Taiwan to join Trans-Pacific Economic and Strategic Partnership Agreements, and accordingly develop coping strategies. The purpose of this project is to explore: 1) Analysis the Trans-Pacific Strategic Economic Partnership Agreement aquatic degree of competitive threat. 2) Taiwan＆apos;s accession to the trade risk assessment of seafood products trade between the TPP countries? 3) the risk assessment results according to the seafood trade, and gradually construct Taiwan＆apos;s accession to the TPP Agreement on the seafood trade risks, and provide coping strategies.
