2010年6月臺灣與中國兩岸簽定ECFA (economic cooperation framework agreement；經濟合作架構協議)，ECFA中國同意對台灣降稅之早期收穫產品清單水產品共有5項稅項共牽涉約台灣的20-30種漁種，自2011年起二至三年內，關稅將由目前的10％-20％下降至0％。ECFA簽定至今已近兩年，本研究欲評估分析2011年ECFA簽定後，我國5項降稅水產品在中國的銷售概況及水產品品項進出口貿易之量價消長，以瞭解我國水產品的競爭優劣勢的變化，並提供因應策略。並透過座談會，凝聚產官學的觀點，分析我水產品在大陸市場遭遇之困境並擬定短中長期之因應策略與建議。最後之結論與建議可供臺灣未來漁業產銷政策及研擬相關策略之參考。On June 2010, Taiwan and China signed ECFA (economic cooperation framework agreement) and China agreed to reduce tariff on five fishery products of early harvest lists. The products involving about Taiwan＆apos;s 2-30 of fish species, and the tariff will be from the current 10％-20％ reduced to 0％ within 2-3 years. Almost two years since the ECFA signing, this study aims to analysis their changes of sale, trade in five tariff reduced aquatic export products to China. Also try to understand the competitive advantages and disadvantages of exporting products to China＆apos;s market, in addition, the RCA index for seafoods export to China are also calculated. Through seminars, build up the official view to analysis and develop short-medium-and long-term strategies and proposals. Final conclusions and recommendations will be made for Taiwan future fishery production and marketing policy and the development of related policy information.
