Description

Abstract
2001年德國政府為提高國民健康及食品安全,將原屬於健康部、經濟與科技部的消費者保護相關業務、基因科技業務,併入新農業部的權責範圍內,由農業部統籌管轄,並更名為「聯邦食品、農業暨消費者保護部」。反觀台灣並無和德國相同的專門統籌所有食品安全業務的機構;為使消費者能支持農業之發展,政府政策規劃需將糧食安全納為政策規劃之重要考量因素之一,並持續強化與消費者溝通之管道,期能兼顧農業生產及消費者權益。德國農部之組織改造後,其功能運作及消費者溝通、保護經驗值得我國政策擬定之參考。     本計畫之主要目標如下:(1)瞭解德國因應貿易自由化,農業部門的現況及其所面臨的挑戰。(2)瞭解德國「聯邦食品、農業暨消費者保護部」其功能、運作概況及關於消費者保護政策規劃執行之成效。(3)蒐集可供農業施政參考之消費者溝通、保護之意見。(4)分析可供我國農業施政參考之政策並提出參考建議。     本研究重要工作項目包括:1. 蒐集整理德國「聯邦食品、農業暨消費者保護部」其功能、運作概況、政府組織之權責分工變動及職掌調整前後之實際運作狀況,及其面臨之困難。2. 瞭解德國政府如何建立食品安全安心體制並瞭解德國政府如何對生產者及加工、物流、零售、一般消費大眾等不同階段的對象,進行「風險溝通」。3. 與德國波昂大學學者合作,安排前往德國等地參訪,以蒐集相關資料,實地討論以瞭解並分析德國經驗。4. 提出我國進行農糧產品之風險溝通及其安全管理措施之政策調整建議。     本計畫之預期效益在於透過德國新農業部之功能運作及消費者溝通、保護經驗供我國政策擬定之參考,以維護台灣農產品之出口競爭優勢及提高國人食品消費安全。 2001, in  order  to  improve  health  and  food  safety  for  consumers, German government integrated  consumer  protection, genetic, which originally belonged to Health Department and Economic and Technology Department into Ministry of Agriculture. A new department is  formed, named Federal Ministry of Food, Agriculture and Consumer Protection, Bundesministerium für Ernährung, Landwirtschaft und Verbraucherschutz ( BMVEL). On the other hand, an integrated food safety management department for agriculture and food is lacking. To increase consumer confidence for agriculture development, government should include food safety as agriculture policy development.  In addition, strengthening consumer communication is also important. Therefore, we could learn from German experiences.     Therefore, we aim to (1) understand challenges faced by BMVEL, (2) understand how it build  food safety system, and hot it carries risk communications to different interested parties, (3) cooperate with Boon University for site visit and discussions, (4) propose policy recommendation.     Overall, we expect to achieve following benefits: learning from German experiences with regarding of  operating  functions, risk communication of BMVEL, and consumer protection, and improve competitive advantages of Taiwan export agriculture food products, and consumers’ health and safety in Taiwan.
