Description

Abstract
"BCC 模式等,在這些模式中,所有的產出與投入變數皆為可變動調整之變 數,亦即授權變數(discretionary variables)。如果一個港口經過評估後,為無效率 之港口,管理者可以調整授權變數,使得港口成為有效率之港口。但是這樣的假 設與實際情形相去甚遠,港口有些投入的數量是不易調整的,例如Gantry,船席 等。因此,將這些不易調整的變數視為非授權變數(non-discretionary variables)可 能是比較理想的作法。本研究計畫,將針對全球二十大貨櫃商港為對象,運用非 授權變數模式評估其營運效率,並將此結果與傳統資料包絡分析模式評估之結果 作一比較。""In the past, the performance evaluation of container ports is usually evaluated by traditional Data Envelopment Analysis, such as CCR model and BCC model etc. In these models, all input and output variables are assumed to be controllable. In other words, they are discretionary variables. Once a port is evaluated as an inefficient port, the manager of the port can adjust these variables so that the port becomes efficient. However, this assumption is inconsistent with real situation. Some of the inputs are difficult to adjust, such as gantries and berths. Therefore, treating these variables that are difficult to adjust as non-discretionary variables would be a better approach. In this project, top 20 container ports would be considered as the target DMUs for the evaluation by both traditional DEA models and DEA models with non-discretionary variables, and the results of both methods will be compared and analyzed."
