Description

Abstract
"近年環保意識抬頭,全球盛行綠色觀念。於能源枯竭與環境惡化壓力下,全 球能源發展趨勢將從消耗性能源逐漸轉向再生性能源。於再生能源中,以海洋能 源最為豐富,如何將海洋資源轉化成有效的能源為重要的研究課題。臺灣四面環 海,天然資源貧乏,再生能源的開發為當務之急。本研究以海洋能源中的「機械 能源」與「生質能源」為研究主題。由於海洋能源產業為新興產業,我國尚未有 完善的配套措施。為提升我國海洋能源產業專業人才與競爭優勢,本研究擬從其 核心要素「產業發展」、「人力供需」與「人力增能」三方面著手。 本計晝【第一年】以問卷調查與親訪,進行「我國海洋能源產業發展現況之 調查分析」,以了解海洋能源產業發展目標、現況需求、影響因素及未來發展趨勢。 【第二年】採用雇主調查法、問卷調查、灰預測、地中海區域計晝等方法,進行 「我國海洋能源產業人力供需與缺口之評估」,分析海洋能源人才須具備之核心職 能,有效推估海洋能源產業短中長期人力需求,及人力缺口(失衡)狀態。【第三年】 將前兩年成果應用於「我國海洋能源產業人力增能機制之構建」,研擬海洋能源產 業初階人才培育,及進階人才在職訓練,加強產業人力再造,滿足企業需求,有 效提升產業競爭力。""Since the energy shorting and environment worsening, environmental issues are popular in recent years. And people start to pay attention to the idea of “green.” Ocean energy is the richest resource among renewable energy; for that reason, how to turn the ocean resource into the renewable energy is the most important issue. On the path of searching clean new power, the ocean let Taiwan has the biggest chance to move forward. Therefore, the aim in this study is to gain a deeper understanding of ocean mechanical energy and ocean biomass energy. Due to the industry of ocean energy is sunrise one, there is no well-designed policy for now. This research is trying to find the way to improve technical skills and raise a group of professionals in this industry. To achieve this goal, we should make it from these three dimensions, “industry overview,” “human resource” and “professional training program.” In order to get familiar with the goal of business operation, demand and influence of this industry in Taiwan, the topic of first year is observing and analyzing ocean energy industry by questionnaire and interviewing. The topic of second year is to analyze the supply and demand in human resource by the method of employer interviewing, Grey Theory, questionnaire, and others. By above-mentioned methods, we can analyze the core ability of manpower in the ocean energy industry, predict the need of human resource of various periods in ocean energy, and get the shortage of human resource management. At the end, the last year’s topic is developing the growing of ocean energy’s professional characteristics and skills in Taiwan. After the results from the first two years, the ocean energy industry will have a better solution for employment through the proceeding of personnel training program. This research will enhance the manpower in the ocean energy industry, and let Taiwan have the right to act on his own in the green energy era."
