" 國際海事組織於2002 年12 月修正1974 年海上人命安全公約，增訂第XI-2 章及其決議案二之「國際船舶與港口設施保安章程」。該修正案及章程要求締約國實施相關之保安制度及措施，主要包括船舶保安及港口設施保安二大部分。此等海運保安政策及措施之採行，對我國港口安全及國家安全將有甚大之助益，本研究探討SOLAS 公約修正案及章程對船舶保安制度之主要規定，分析目前在實施上之可能困難，並提出我國在立法上應採之方式及建議採納之條文，期能提供政府當局立法之參考。並可提供港口設施營人（包括港務局及民營商港設施）在執行海運保安之參考。 "
