"中國港口崛起已成了亞太地區樞紐港，改變了全球港埠產業競爭的樣貌。使得台灣四大港競爭力節節下滑，迫使台灣加速航港體制改革的腳步，台灣港埠公司將於101年成立。其次，世界第一大航商馬士基航運(Maersk)所推出之「天天馬士基（Daily Maersk）」創新服務，對航商同業與整個海運產業造成很大的衝擊。第三，與港埠相連的另一重要海運產業參與者---碼頭營運商，已成為貨櫃碼頭之主要投資經營者，2007年碼頭營運商之貨櫃裝卸量達全球市場的82.5%。以上可見以港埠為中心之海運供應鏈成員各自面臨前所未有的劇烈環境變動，因此海運供應鏈成員彼此發展合作聯盟以抵抗外在環境變動之不確定性成為提升競爭力之重要方向發展。所以港埠公司必需瞭解各航商與貨櫃碼頭營運商之需求，提供差異化之服務屬性外，更應進一步發展港埠公司與航商及碼頭營運商業者間最適之合作聯盟關係。過去相關研究與報告大部分僅單獨探討航商選擇港埠行為與影響因素，並未針對以港埠為中心之海運供應鏈成員進行深入分析；在策略聯盟方面也較著重在航商與航商間之水平聯盟，少見供應鏈成員上下游之合作聯盟之探討。基於以上分析，本計畫以港埠公司立場進行探討，擬區分成三年進行，【第一年】探討「航商選擇港埠關鍵服務屬性之評估」，【第二年】探討「碼頭營運商選擇港埠關鍵服務屬性之評估」，第一年與第二年皆主要擬採用決策實驗室法與層級網路分析法，深入分析航商與碼頭營運業者選擇港埠關鍵服務屬性之重要性、關聯性與替選方案之評選。預期研究結果將可提供港埠公司針對不同屬性之航商與碼頭營運商需求以提供差異化服務之參考。【第三年】進一步探討「港埠公司與航商和碼頭營運商最適合作聯盟模式之評選」，分別探討航商與碼頭營運商和港埠公司的最適合作聯盟模式，以達到整條海運供應鏈價值極大化。本研究結果將可提供台灣港埠公司研擬經營策略時之參考框架。""The rising Chinese ports have become main hub ports in the Asia-Pacific region, and changed the industry competition regarding ports, carriers and relevant enterprises. Taiwanese foru main port losing competitiveness gradually, forcing Taiwan to accelerate the pace of reforming in seaports. Secondly, Maersk (Maersk) launched the innovative services of ""Daily Maersk"" made a great impact on other shipping companies as well as the entire maritime industry. The third important maritime industry player --- terminal operator, has become a major player in container terminals operation, 82.5% of global volume of containers handled by terminal operators in 2007. Facing such a changing and uncertain environment, the development of maritime supply chain alliances will be helpful to enhance the competitiveness of every member in the maritime supply chain. For cooperative alliance, the port corporation should understand their partners’ demand with regard to differentiated service attributes, and then form the close cooperative relationships between ports, shipping companies and terminal operators. Base on the researcher’s knowledge, past research and report mostly focused on selection behaviors and determinants of shipping companies and terminal operators, less had focused alliance along the maritime supply chain. Therefore, this research will adopt the perspective of port corporation and divided into three parts. The first, “Analysis of the key service attributes when shipping companies select the sea port”. The second, “Analysis of the key service attributes when terminal operators select the sea port”. DEMATEL (Decision Making Trail and Evaluation Laboratory) and ANP (Analytic Network Process) will be adopted in the first and the second year to analyze the importance, relationships, and alternatives of key service attributes. The findings will provide useful reference for port corporation. Then, the third, “The cooperative alliances among port cooperation, shipping companies, and terminal operators.” For maxmizing the value creation in maritime supply chain, this research will investigate the alliance between port cooperation, shipping companies, and terminal operators, respectively. The researchfindings are expected to provide Taiwan port corporation with reference frame for competitng globally."
