"隨著國際郵輪市場的發展，亞洲地區搭乘郵輪人數亦逐年增加，2008 年兩岸直航後帶動客貨的直接往來，減少許多運輸的時間及成本，因此兩岸觀光旅遊人數也逐年增加。郵輪觀光、港口服務、旅行社行銷、船舶製造與保養、陸上交通聯運等所組成的複合型產業即為郵輪產業。郵輪航線的規劃所涵蓋的層面極為廣泛，尤其兩岸直航需要考量的因素較為複雜，因此規劃郵輪航線必須考量不同利益相關者，包括兩岸政府、郵輪航商、港口經營者、旅行業者及旅客間的相互影響性。本研究主要構面分別為『法規制度』、『港口條件』及『行銷規劃』。應用決策實驗室法(DEMATEL)及模糊分析網路程序法(FANP)分析層級架構，並利用封閉式迴圈計算概念獲得準則最佳排序結果，作為規劃兩岸郵輪航線之重要策略依據。""The international cruise market has been boomed up in the United States and Europe, and the more and more passengers take cruise as their leisure trip has grown rapidly in Asia. Since 2008, the direct transport service for goods and passengers across the Taiwan Strait greatly reduced the transportation cost and time between Taiwan and China. The cruise industry includes tourist, port service, travel agency, vessel maintenance and production, and connecting service between ports and scenic spots. The strategies for cruise line design become a very complicated problem due to the policy and regulation issues between Taiwan and China. The stakeholders considered in this study include both Taiwan and China governments, cruise shipping companies, port operators, travel agencies and travelers. In order to construct the framework of the developing strategies, four major components were considered, namely, the ""regulatory system"", ""port condition"", and ""marketing planning. The questionnaires are collected by expert interviews and the survey is analyzed by Decision Making and Trial Evaluation Laboratory (DEMATEL) and Fuzzy Analytic Network Process (FANP). The interrelationship between the major dimensions is further analyzed for the implementation of a decision-making plan. The results from this study can be applied to the operation strategies of the carriers and the also the adjustment plan for the government."
