歐美國家郵輪旅遊市場逐漸趨於飽和，許多大型郵輪航商將郵輪市場版圖擴展到正在發展中的亞太地區。隨郵輪停靠的次數逐漸增加，如何吸引郵輪航商來臺停靠及補給，並帶來補給品經濟效益、港邊收益、郵輪維修、廢棄物處理等等，為擴大郵輪產業鏈經濟效益，結合郵輪補給上下游產業和郵輪航商之選擇停靠因素，為臺灣港口帶來更多港口直接效益。本研究考量郵輪航商之補給需求，藉由專家訪談、文獻資料及問卷調查，利用品質機能展開 (Quality Function Deployment, QFD)分析出郵輪航商選擇補給港之停靠因素及臺灣郵輪補給策略分析之相關性，再結合分析網路法(Analytic Network Process, ANP)優先排序依據，分析國際郵輪航商對於郵輪補給供應商、港務公司、政府單位之策略規劃優先順序，作為決策者之決策依據，同時決定推行策略之相對重要性及可行性評估，以利後續政策推行及長遠考量。"European and American cruise market has become saturated, and many large cruise line companies extend cruise market territory to the developing Asia-Pacific region. As long as the number of cruise port call has gradually increased, how to attract cruise line companies to dock and choose cruise logistics service has become a critical issue. Cruise supply chain management can bring economic benefits of product supply, generate port income, implement cruise maintenance, process waste disposal, etc. In order to expand the economic benefits of the cruise logistics service, integrating cruise supply chain from upstream to downstream industries can generate more direct benefits for Taiwan ports. This study considers the requirements of cruise line companies, with expert interviews, literature and questionnaires, and uses of Quality Function Deployment (QFD) to analyze the relationship between cruise line requirements and the strategies of cruise logistics service in Taiwan. This study also integrates Analytic Network Process (ANP) method to prioritize strategic planning based on the requirements international cruise line companies. The result of this study can be used for Taiwan International Port Corporation (TIPC), government decision-making, and cruise suppliers. The relative importance and feasibility assessment can be further implemented in order to facilitate the subsequent policy implementation and long-term considerations."
