Description

Abstract
"我國民航產業結構在歷經一段穩定期後,近年來諸多民航政策與對外關係的突破, 為現有航空公司注入了新的活力泉源與市場版圖。我國區域型航空公司(regional airlines) 的發展日受重視,這些航空公司維持部分國內航線之營運,國際航線以東北亞、東南亞 為主,再加上兩岸航線的服務,構成其從國內不同的機場出發的航線服務網路結構,起 每一航線都由往返一個航段之航班組成。在部份國際與兩岸航線屬於定期包機航班,可 彈性取捨經營與否,但增加飛機調度上空渡情形。區域型航空公司為能彈性面對旅客需 求的差異,常在公佈之班表中就將服務機型設定在兩種以上,以便適時進行調度替代, 降低變動成本。從學理而言,上述之區域型航空公司特色與經營策略,增加了飛機調度 問題的複雜性。飛機調度除考量營運面之內涵外,更重要的就是要納入飛機維修保養工 作之安排,以讓飛機在執行任務時均處於適航狀態。本研究之研究目的,乃在探索區域 型航空公司飛機調度實務作業之特性,以及飛機維修保養制度和影響飛機調度的主要決 策因素。並藉由科學性分析技術,建構最適化之數學規劃模式,但基於探索問題之複雜 性,本研究擬於兩年之研究規劃期程中,嘗試建立營運面最佳化模式,以及加入維修保 養工作配置之數學規劃模式,同時設計適當之解析演算法則,協助大規模案例之求解。 飛機調度為短期規劃課題,參數資訊均較為明確,本研究擬藉連續滾動期程(continuous rolling horizon)進行數值測試,以探索其應用在實務作業決策的可行性。""The airline industry of Taiwan has situated a stable stage for a certain time period. Recently, some civil aviation policies and new breakthroughs on diplomatic relationships provided new energies and developable scopes for our airlines. The development of regional airlines has been noticed. This kind of airlines operated domestic routes, international services within Asia, and cross-strait flights. Their flight networks consist of routes, which origin from different airports in Taiwan and turnaround back, with one leg on each flight. Many international routes belong to scheduled chart flights that can flexibly operate but also cause some ferrying dispatches. Furthermore, regional airlines normally announce two service kinds of aircraft types to flexibly dispatch suitable aircraft for decreasing variable costs. From the academic perspective, these characteristics and policies increase the complexity of aircraft dispatches. The aircraft dispatch problem has also to take into account maintenance and service tasks of aircraft for ensuring that aircraft are airworthiness to dispatch. The purpose of this project is to explore the characteristics of practical aircraft dispatches, the systems of aircraft maintenances and services, and affected factors that influence aircraft dispatches. Based on the complexity of this study, this project will formulate mathematical programming models in two-year research period. One model optimizes aircraft dispatches considering only the flight operations. Another model takes into account aircraft maintenance and service tasks. The appropriate algorithms will be designed for solving large scale instances. The aircraft dispatch problem is a short-term planning issue with specific parameter data. Therefore, this project also use continuous rolling horizon concept to test the availability in the practical decision."
