Abstract
"船舶進、離港口和港內移泊,必須借助引水人和港勤拖船協助才能順利進行。拖船執行之工作, 乃在配合引水人之指示,給予被服務船舶推頂、牽拉、拖帶之額外動力,以使船舶能安全在港區內進 行水側活動。拖船服務的良窳影響一港之水側服務效能甚巨,而其關鍵在於拖船資源的規劃與配置管 理。本研究以基隆港為例,藉由初步訪談,瞭解基隆港現行拖船調派作業,以及影響拖船服務資源配 置課題最為關鍵的因素後,將其界定為三個主題,分別為:(1)拖船調派最佳化;(2)拖船組員班制與輪 值管理;和(3)最適拖船船隊規模。前兩者屬於較為短期之資源管理,最後一項則是中長期之規劃課題。 拖船最適調派問題乃在探討拖船服務派遣之適當性;拖船組員管理之重點為輪班班制的設計,以及組 員輪值管理的合宜性,從而可延續探討拖船組員之長期人力規劃。而拖船船隊規模規劃乃在納入公司 全體可用船型,按照已定收費級距標準,探索最適服務船型與數量。研究過程中均以建構最適化數學 規劃模式為主要的研究方法,輔以實務案例之驗證進行分析。鑒於此主題在學理探討的稀少性以及主 題之統整性,研訂三年之研究期程,分別針對各主題進行深入研析。期望最後研究成果,能成為提升 臺灣港埠服務效率之重要參考。""The ship movements of entering or leaving harbors and moving in the harbor area require the assistance of pilots and harbor tugboat services. Tugboats follow pilots’ instruction to give extra power to pull, push, tow and/or escort the served ships for keeping the safety of ship activities in the water sides. The service qualities of tugboats affect the performance of a harbor, while the key factors are attributed to the resource planning and allocation management. After a preliminary interview, this project divides this issue into three topics for the port of Keelung as follows. 1. Optimization of harbor tugboat dispatches for the port of Keelung; 2. Crew shifts and rotation management for harbor tugboat services in the port of Keelung; and 3. Optimal fleet sizes of harbor tugboats for the port of Keelung. The first two topics are short-termed, while the last one is middle- or long-termed. Tugboat dispatches concern the suitable assignment of ship services in a time shift. The key points of tugboat crew management are work shifts design and rosters arrangement. Fleet sizes of tugboats focus on the deployment of types and quantities, following the published charge regulation of tugboat services in the Taiwan port system, to take into account all of available tugboat types controlled by the management company. This research will formulate mathematic programming models for each topic and then analyze real-world cases for the port of Keelung. This project designs a three-year research duration to control the research progresses because the rareness of current research concerned with tugboat resources and the integration of all topics. The studied results are also expected to become a vital reference that can ramp up the service performance of Taiwan ports."
