"影響機場定價的因素有成本、需求與市場結構三類，為了充分考量這三類因素，本研究以平均成本定價、邊際成本定價、Ramsey 定價與特徵價格(hedonic)定價四種方法探討機場降落費的定價方法，並以臺灣地區的桃園國際機場與松山機場作為實證分析的機場。由於所需取得的資料極多，亦須進行旅客問卷調查，且發展的模式達到四個，因此分三年完成。第一年期主要的目的為蒐集國內外文獻與亞太地區主要機場的定價方式，並發展平均成本定價與邊際成本定價兩個模型，第二年期完成邊際成本定價計算、建立旅客選擇機場模式並發展Ramsey 定價方法，第三年期發展市場定理論架構，建立特徵價格模式，並探討外部成本與效益內部化的問題。本研究除了分析各種不同定價方法所得的結果之外，亦比較桃園國際機場與松山機場定價的差異，提供相關單位作為政策擬定的參考。""The purpose of this research is to investigate the issue of airport pricing. The research includes three parts that will be conducted in three consecutive years. The first one develops an airport pricing model on the basis of average costs. The second develops a marginal-cost approach and a Ramsey approach. Finally, a mechanism considering market competition and a hedonic pricing model are employed to decide airport prices. Empirical data of the Taiwan Taoyuan International Airport and Taipei Songshan Airport will be used to validate those proposed pricing models. The landing fee of each airport will be calculated and investigated. The results are useful for The Ministry of Transportation and Communications, Taiwan to make the decision on airport pricing in various airports."
