Abstract
"不定期船無固定之航線或船期,到港後的船席停泊順序通常採先到先靠制,故不 定期船在目的港外錨區排隊等候進港的情況頗為常見。本研究將採等候定價方式 有效分散不定期船之到達率,以消除外港錨區之排隊等候時間。在探討船席等候 定價模式之相關研究中,排隊等候時間長度為計算均衡成本與推導最佳收費的重 要關鍵,但目前既有文獻並未考量港埠裝卸作業方式之可能組合,也未探討時間 成本參數不確定性對模式解之影響,因此導致計算排隊等候時間長度之偏頗。有 鑒於此,實有必要大幅修正既有模式,以利船席等候定價之實務應用。 本研究針對上述缺失提出解決之道,並據此建構三個重要模式。模式一:考慮港 埠裝卸作業可能組合之因素下,建構不定期船在外港錨區的排隊等候時間長度模 式。模式二:利用模式一的排隊等候時間長度模式,建構不定期船之均衡成本以 及零等候最佳收費模式。模式三:建構不定期船在零等候最佳收費實施後之錨區 到達率分散模式。最後,本研究以敏感度分析探討上述三個模式之時間成本參數 的變化量對模式解之影響,以利可行性評估之參考。以上是目前相關文獻尚未涉 及之部分,故本研究成果將使船席等候定價之理論基礎更加完備且更具實務參考 價值。""Trampers have no regular sailing schedules and routes, and they frequently have to queue for available berths to load/unload cargos because of the first come first served basis. This research is going to execute a queuing pricing policy for a busy port to eliminate the tramper’s queuing time spent at the general anchorage. In the related literatures of modeling the tramper’s queuing pricing, the length of queuing time at the general anchorage is the crucial key point to calculate the equilibrium cost and derive the optimal toll scheme. However, those literatures failed to take all possible combinations of harbor handling operation into account for developing model, also failed to analyze the effect of uncertainties in time cost parameters on the model solution. These two reasons have made inaccurate computation of queuing time length at the general anchorage in the current literature. Therefore, it is necessary to modify the existing model of length of queuing time for practical application. This research will develop three important models to solve the above problem. The first model takes all possible combinations of harbor handling operation into account 表CM02 共 2 頁第 2 頁 to develop the length of queuing time for all queuing trampers at the general anchorage. The second model develops the equilibrium cost and optimal non-queuing toll scheme. The third model develops the tramper’s dispersing arrival rate after implementing the optimal toll scheme. Finally, for the purpose of feasibility assessment, the sensitivity analysis is used to show the effect of variation in time cost parameters on the solutions to the three models. The above results have not been discussed in the current literatures, and they can be expected to be more practical than the previous models."
