Description

Abstract
"為防止次標準船於各國海域發生海難及維護海洋環境安全,各港口國乃依據IMO 公約 規定,積極對外籍船舶執行檢查,港口國管制(Port State Control, PSC)制度因而產生。臺灣位 居國際海運要衝,但其推行PSC 制度的歷程尚短,因此PSC 檢查資料並不具備長期間及連 續性的特質,又現今執行PSC 業務係屬任務編組,而非有專責組織為之,且各個國際商港 港口國管制員(Port State Control Officer, PSCO)之PSC 重點檢查項目未盡相同,亦在遴選PSC 受檢船舶制度上,存有許多相異的情形。 其次,臺灣至今尚未成為國際海事組織或任何PSC 區域型組織之成員,無法完全知悉 進港外籍船舶於他國港口之完整PSC 檢查資訊,故於我國PSCO 所能掌握PSC 受檢船舶之 資訊有限,又各港登載船舶歷史PSC 檢查記錄尚未統一標準化,內部資訊統還未能整合, 遂於如此情形下,所獲得之檢查結果,未必盡如人意,而遭航商抱怨或主管機關高層指責。 基於此,本研究計畫除將進行實地訪查、資料搜索、PSC 資訊系統架構外,亦透過實地 訪談專家學者,參酌彙整出若干實務意見後,將逐年分別研討有關PSC 之PSCO 專業職能 與檢查偏好、PSC 遴選目標船檢查準則、專責機構、執行PSC 法源、PSC 雲端資料庫系統 等議題,冀期能提升臺灣推行PSC 的國際地位與效能。""In order to prevent marine accidents caused by sub-standard vessels at sea and protect marine environment, Port States have inspection on foreign vessels alertly according to the IMO Convention. Therefore, the system of Port State Control is established. Taiwan locates on the hub of international shipping. Since, its record of enforcing PSC system is short, and the period of PSC inspection data is not long enough, and the data themselves are intermittent. Instead of specific organization, the party that actually conducts PSC operations is a temporary team on the basis of duty. Furthermore, the main inspection items for Port State Control officers in each international harbor are different; the selecting systems for ships having PSC inspection are dissimilar, in the meanwhile. Besides, Taiwan is the member of neither international maritime organizations nor regional parties of PSC. Thus, the PSC inspection information of inward foreign vessels while thy berth in foreign countries isn’t known completely, and the information of ships having PSC inspection for PSC officers in Taiwan is limited. Moreover, the PSC records of vessels in each harbor are not standardized yet, and the internal information isn’t integrated, either. Hence, the results of inspection are usually unsatisfied for carriers and supervisory organizations. Therefore, this research adopts field investigations, data-mining, PSC information system constructing, and interviewing experts to integrate some practical opinions. In order to upgrade the international level and effect of Taiwan in promoting the PSC system, the topics of PSC officers’ career functions and their inspection favors, criteria of PSC picking object vessels, the specific organization, the laws of conducting PSC, and the PSC cloud database system will be discussed in this research year by year."
