Description

Abstract
"這是一個兩年期的研究計畫,第一年計畫的目的在建構考量服務水準之公共 自行車租賃系統策略性設計模式。模式主要的決策變數有自行車租賃站之數目及區 位、介於自行車租賃間之自行車道建置、使用者在起迄點的路徑選擇及在自行車租賃 站存放自行車數目。在設計此系統時,須同時考量設施成本、自行車道建置成本、自 行車存貨成本、使用者旅行成本及服務水準(自行車租賃滿足率及起迄點之覆蓋率)。 本研究的目標在於發展整合式策略設計模式,並發展出運算負荷上可行之演算法。 第二年計畫的目的在考量運量不平衡特性下,建構公共自行車租賃系統未租 賃自行車重新配置之模式。模式主要的決策變數為自行車車隊規模、運送車隊車隊規 模及在每一期中:租賃站存放之自行車數目、如何將未租賃自行車重新配置到需要租 賃站及如何調派運送車隊運送未租賃自自行車。在重新配置未租賃自行車時,須同時 考量滿足租賃需求營收、自行車持有成本、運送車隊持有成本、運送成本、使用者旅 行成本及服務水準(未滿足租賃需求)。本研究的目標在於發展自行車重新配置模式, 能同時考量各項成本、服務水準、未租賃自行車重新配置策略及運送車隊調派策略。 並發展出運算負荷上可行之演算法求解此動態隨機規劃問題。""This is a two-year study. The purpose of this first-year project is to formulate and analyze a strategic design model for public bicycle rental systems with service level considerations. The key design decisions considered are: the number and locations of bicycle rental stations in the system, the creation of bicycle lanes between rental stations, the selection of paths of users between origins and destinations, and the inventory levels of rental bicycles to be held at the rental stations. The design decisions are made with concerns for both total cost and service levels (measured both by availability rate for rental request at the pick-up rental stations and coverage of the origins and destinations). The optimal design of this system requires an integrated view of travel costs of users, bicycle inventory costs and facility costs of rental stations and bicycle lanes as well as service levels. The purpose of this project is to create a formal model that provides such an integrated view, and to develop methods for obtaining solutions for the design variables in practical situations. The complexity of the problem precludes exact solution of the optimization problem for instances of realistic size, so we propose several heuristic methods for solving the problem. To investigate the quality of solutions, the lower bound of the objective function will be constructed. The quality of solutions to a series of test problems will be evaluated – by comparison to exact solutions created by enumeration in small tests, and by comparison to lower bounds developed for larger test problems. The purpose of the second-year project is to formulate and analyze a bicycle re-distribution model for public bicycle rental systems where imbalance flows exist. The key design decisions considered are: the bicycle inventory levels at each rental station in each period, how the available (un-rented) bicycles should be re-distributed to replenish the inventory pool at each rental station for rent and how to dispatch the vehicles to transport these available bicycles. The design decisions are made with concerns for the revenue of serving demand, the operation costs of running the system and service levels (measured by unmet demand in each period). The optimal operation of this system requires an integrated view of the ownership costs of bicycle and transport vehicles, the re-distribution strategy of bicycles and the dispatching strategy of transport vehicles. The purpose of this project is to create a formal model that provides such an integrated view, and to develop methods for obtaining solutions for the dynamic stochastic programming problem."
