Abstract
"這是一個兩年期的研究計畫,第一年計畫的目的在建構及分析同時考量共享 汽車存貨、共享汽車停車位及服務水準之汽車共享系統策略性設計模式。模式主要的 決策變數有共享汽車租賃站之數目及區位、使用者在起迄點的路徑選擇、及租賃站存 放共享汽車數目及預備停車位數目。在設計此系統時,須同時考量設施成本、共享汽 車存貨成本、預備停車位成本、使用者旅行成本及服務水準。本研究的目標在於發展 整合式策略設計模式,並發展出運算負荷上可行之演算法。 第二年計畫的目的在考量運量不平衡特性下,建構汽車共享系統未租賃共享 汽車重新配置之模式。模式主要的決策變數為共享汽車車隊規模、運送車隊規模及在 每一期中:租賃站存放之共享汽車數目、如何將未租賃共享汽車重新配置到需要租賃 站及如何調派運送車隊運送未租賃共享汽車。在重新配置未租賃共享汽車時,須同時 考量滿足租賃需求營收、共享汽車持有成本、運送車隊持有成本、運送成本、使用者 旅行成本及服務水準(未滿足租賃需求)。本研究的目標在於發展未租賃共享汽車重新 配置之模式,能同時考量各項成本、服務水準、未租賃共享汽車重新配置策略及運送 車隊調派策略。並發展出運算負荷上可行之演算法求解此動態隨機規劃問題。""Global economic crisis and growing concerns over climate change and energy security have lead to an explosive interest in sustainable transportation modes such as car sharing systems. Despite of growing interest in cities around the world, there are relatively few studies published on the strategic design and operation of car sharing systems. This encourages us to carry out this two-year study to address the logistics issues concerned by users in the strategic design and operation of car sharing systems. The purpose of the first-year project is to formulate and analyze a strategic design model for car sharing systems with service levels as well as both shared use vehicle stocks and parking space considerations. The key design decisions considered are: the number and locations of car sharing rental stations in the system, the selection of paths of users between origins and destinations, the inventory levels of shared use vehicles to be held at the rental stations, and the parking space to be reserved at the rental stations. The design decisions are made with concern for both total cost and service levels (measured by coverage of the origins and destinations, the availability rate for rental requests at the pick-up stations and the availability rate for parking requests at the drop-off stations). The optimal design of this system requires an integrated view of travel costs of users, shared use vehicle inventory costs, fixed cost of reserved parking spots and facility costs of rental stations as well as service levels. Therefore, the purpose of this project are 1) to develop a procedure to determine the minimum parking space and shared use vehicle inventory levels held at rental stations to ensure the desired availability rate of drop-off and pick-up vehicles based on a queuing model; 2) to create a formal design model incorporating both shared use vehicle stocks and parking space considerations; 3) to develop hybrid heuristics for obtaining solutions for the design variables in practical situations. The purpose of the second-year project is to formulate and analyze a shared use vehicle redistribution model for car sharing systems where uncertain travel times, uncertain demand, and imbalance flows exist. The key operation decisions considered are: the shared use vehicle inventory levels at each rental station in each period, how the available (un-rented) vehicles should be redistributed to replenish the inventory pool at each rental station for rent and how to dispatch the transport vehicles to transport these available vehicles. The operation decisions are made with concerns for the revenue of serving demand, the operation costs of running the system and service levels (measured by unmet demand in each period).The optimal operation of this system requires an integrated view of the ownership costs of shared use vehicles and transport vehicles, the redistribution strategy of shared use vehicles and the dispatching strategy of transport vehicles. The purpose of this project is to create a formal model that provides such an integrated view, and to develop methods for obtaining solutions for the key decision variables in practical situations."
