Abstract
"這是一個兩年期的研究計畫,第一年計畫的目的在建構考量儲存空間容量之內陸港輸配送 系統策略性設計模式。模式主要的決策變數有內陸港之數目及區位、介於港埠與港埠之鐵道建置、 各起迄點的運送路徑選擇及在內陸港儲存空間之容量。在設計此系統時,須同時考量設施成本、鐵 道建置成本、儲存空間成本、運輸及服務水準(儲存空間使用之滿足率及起迄點之覆蓋率)。本研究 的目標在於發展整合式策略設計模式,並發展出運算負荷上可行之演算法。 第二年計畫的目的在考量需求不確定性及運量不平衡特性下,建構內陸港輸配送系統戰術 性規劃之模式。模式主要的決策變數為貨櫃規模、運送車之車隊規模及在每一期中:重櫃運送、空 櫃調度、內陸港存放之空櫃數目及如何調派運送車隊運送重櫃及空櫃。在運送重櫃及調度空櫃時, 須同時考量滿足運送重櫃需求營收、貨櫃持有成本、運送車隊持有成本、運送成本及服務水準(未滿 足重櫃運送需求)。本研究的目標在於發展重櫃運送及空櫃調度模式,能同時考量各項成本、服務水 準、空櫃調度策略及運送車隊調派策略。並發展出運算負荷上可行之演算法求解此動態隨機規劃問 題。""This is a two-year study. The purpose of this first-year project is to formulate and analyze a strategic design model for dry-port-based freight distribution systems with storage capacity considerations. The key design decisions considered are: the number and locations of dry ports in the system, the creation of rail lines between ports, the selection of paths of users between origins (sea ports/customers) and destinations (customers/sea ports), and the storage space capacities to be held at the dry ports. The design decisions are made with concern for both total cost and service levels (measured both by availability rate for storage space at the dry port and coverage of the customers). The optimal design of this system requires an integrated view of transportation costs of transported demands, usage costs of storage spaces and facility costs of dry ports and rail lines as well as service levels. The purpose of this project is to create a formal model that provides 表CM02 共 2 頁 第 1 頁 such an integrated view, and to develop methods for obtaining solutions for the design variables in practical situations. The complexity of the problem precludes exact solution of the optimization problem for instances of realistic size, so we propose several heuristic methods for solving the problem. The quality of solutions to a series of test problems will be evaluated. The purpose of the second-year project is to formulate and analyze a tactical planning model for dry-port-based freight distribution systems where demand uncertainty and imbalance flows exist. The key design decisions considered are: how to dispatch the vehicles to transport these loaded and empty transported units, the empty transported unit inventory levels at each dry port in each period, how the empty transported units should be redistributed to replenish the inventory pool at dry ports for service. The design decisions are made with concerns for the revenue of serving demand, the operation costs of running the system and service levels (measured by unmet demand in each period). the optimal planning of this system requires an integrated view of the ownership costs of transported units and transport vehicles, the redistribution strategy of transported unit and the dispatching strategy of transport vehicles. The purpose of this project is to create a formal model that provides such an integrated view, and to develop methods for obtaining solutions for the dynamic stochastic programming problem."
