"自從美國的Southwest Airlines 成功的發展low cost/low fare 的經營模式，營運三十幾年來雖然歷經石油危機、經濟不景氣及九一一事件，卻從未虧損，其成功的營運模式一直是各地區的航空公司爭相效尤的。在歐洲，航空運輸自由化後單一市場蓬勃發展，許多強調低成本低費率的low cost airlines 相繼成立，其中的Ryanair 及 easyJet 兩家更是成功典範，近年來的獲利皆超過傳統的國籍航空公司British Airways, Lufthansa, KLM 等;且Ryanair 的成功更使得比利時Brussels 機場不惜重金吸引其開航，包括幫其支付場站設備費、人員訓練費等，因此在亞太地區，包括馬來西亞、新加坡、澳洲、紐西蘭、日本、泰國等國家近年來相繼仿效其成功經驗，成立強調低成本低費率的low cost airlines。低成本航空經營成功之道一直是各航空公司所關注的議題，國外對此課題之研究相當廣泛，但尚未見以效率分析的角度來分析低成本航空，為瞭解這些營運績效良好之低成本航空公司其營運特性為何，本研究將就低成本航空之經濟分析為題，分三年進行，各年度研究子題為：第一年分析目前全世界主要低成本航空公司之營運績效，第二年分析目前全世界主要低成本航空公司之容量利用率，第三年分析目前全世界主要低成本航空公司之生產力消長，研究成果將可作為未來台灣新成立低成本航空公司及政府制訂相關政策之參考。""Since the passing of the Airline Deregulation Act in the United States (US) in 1978, new entrant low cost carriers (LCC）such as Southwest entered the marketplace providing low fare options in city-pairs across the US. In the European Union (EU), the impact of LCC on fares and passenger numbers has been dramatic. The wave of LCC that has emerged in Asia Pacific following the experiences of LCC in the US and the EU, including Malaysia, Singapore, Thailand, Indonesia, Japan, Korea, China and Australia. Therefore, the issues of operation and management of low cost carriers appear to be an important debate points. This projects aims to explore the economic analysis of low cost carriers around the world, and divides into three yearly subprojects including: Year I Project: NSBM-DEA model for measuring low cost carriers’ performance; Year II Project: Low cost carriers’ capacity utilization decomposition; Year III Project: Low cost carriers’ productivity change decomposition. Through the three yearly sub-projects, it is expected to thoroughly investigate the performance of low cost carriers around the world. The research results are also expected to contribute to recommendations of airlines management and air transport policy."
