Description

Abstract
"全球化的發展,國際間貿易關係越來越密切,間接使得各國際港埠之競爭日趨激烈, 世界各大國際港埠莫不設法提昇本身的競爭力。本研究希望透過效率評估的方法,衡量 各國際貨櫃港埠整體績效表現,而港埠事業的營運績效是多元投入及產出的組合,符合 資料包絡分析法(Data Envelopment Analysis, DEA)多元投入及產出特性,但由於傳統 DEA 模式將整個港埠的營運視為一個黑箱方式進行港埠效率之衡量。然而,港埠營運範 圍包括港灣與棧埠業務,且作業間可能同時存在生產要素共用的情形。因此,本研究提 出的多活動DEA 模式(Multi-component DEA Model, MDEA),將港埠整體效率依據港埠 經營範圍細分為港灣與棧埠業務,棧埠業務再細分為裝卸與倉儲作業,就其港灣、裝卸 與倉儲三大作業面來衡量各作業績效表現,期能提供管理者更完整之分析與改善決策之 參考。""The purpose of this research is to evaluate the whole performance consist of harbor management, stevedoring and warehousing operations of international container ports in a unified data envelopment analysis (DEA) model. Since the traditional DEA model assumes the production process of international container ports as a block box, this paper proposes a multi-component DEA (MDEA) model to evaluate the efficiency of ports. The overall efficiency of international container ports can then be decomposed into efficiency of harbor management, stevedoring and warehousing activities. The expected result of this paper is to develop an effective evaluation approach for measuring and ranking the efficiencies of international container ports so that the shortcomings of current methods can be overcome. Since the MDEA is a very useful decision and management technique and has been extensively applied in real-world cases, it is employed to develop an effective approach to deal with the problem under consideration."
