"近年台灣都市發展造成地表不透水面增加而增加地表逕流，又因全球氣候變遷導致極端降雨事件 頻繁，暴雨不斷超越排洪設計標準，使都市面臨更高風險的洪災威脅，故如何強化建築及社區之水 患韌性，成為需緊迫解決之課題。 本年度擬延續104-106 年科技部計劃 ""考量雨洪削減效益的雨水貯集系統設計與應用""之成果，透 過建築設置具滯洪功能之雨水貯集系統來增進建築水患韌性，使建築具備自我調適及暴雨後快速恢 復之能力；並藉此理念進行建築及社區尺度水患韌性定量化評價，進而針對建築筏基及雨水貯水槽 整合建築筏基聯合操作進行分析比較，其結果可作為未來韌性城市發展之參考。本研究擬分二年完 成： 第一年(106.08-107.07) 擬彙整分析國內外有關韌性建築、社區與城市之研究、雨水貯集系統與建 築筏基之功水及防洪相關研究、以及都市易淹水區案例搜集與分析。本研究先針對水患韌性影響參 數進行探討，並推導建築及社區尺度水患韌性定量化公式，並利用具滯洪功能之雨水貯集系統作為 建築滯洪設施，透過案例評價設置前後建築及社區尺度水患韌性。 第二年(107.08-108.07) 延續第一年成果，考慮建築筏基用於都市防洪增進建築水患韌性，進而設 計雨水貯水槽整合建築筏基聯合操作，並探討設置不同滯洪設施下建築及社區尺度之水患韌性。" "Due to rapid urbanization in recent years, stormwater increases because impervious pavement increases which reduces the rainfall infiltration. In tradition, drainage of urban flood relies on stormwater sewerage system and pumping stations. Frequent extreme events of rainfall brought by global climate change have brought the urban drainage problem more complex such as higher rainfall intensity. Hence, urban will face higher risk in flooding problems in the future. To solve the problems of urban flooding, how to increase the flood resilience of buildings and communities will become the first priority issues in urban flooding problem. This research project will extent the results of previous research (years of 2015 to 2017) titled “Design and Application of Rainwater harvesting System Considering the Effectiveness of Stormwater Reduction”. This research tries to add this newly developed rainwater harvesting system with stormwater detention function to buildings, which has the ability of self-adjustment for heavy rainfall, to increase the flood resilient of the building. Furthermore, this research tries to quantify the flood resilience of buildings and communities if building and community equipped with newly developed rainwater harvesting system with stormwater detention function. Also, the feasibility of operation by combining the rainwater harvesting system with raft foundation of the building for flood control will be compared and studied. These results will provide as reference for developing urban flood resilience in the future. This research takes two years to complete: In the first year (2017.08 – 2018.07), this research will focus on the review of references from domestic and oversea including following aspects: flood resilience for scale of building, community and urban; dual purpose of water supply and stormwater management of rainwater harvesting system and raft foundation in building; examples and experience of flood prone urban stormwater management. Firstly, this research will start with investigating the parameters influencing the flood resilience. In the followings, the quantity formula for describing the flood resilience for the scale of building and community will be developed preliminary. These formula and parameters will be modified based on the cases collected. With these formula and parameters, the effectiveness will be evaluated for building and community equipped with this newly developed rainwater harvesting system with stormwater detention function. In the second year (2018.08- 2019.07), the research will continue based on the previous year’s result. The major research will focus on designing and operating of combination rainwater harvesting system with raft foundation of building for stormwater management. Based on these results, the quantification of flood resilience for both building and community scale equipped with this system will be evaluated by the formula and parameters obtained in the first year."
