Abstract
"良好的修護人員排班,可幫助航空公司有效率地執行航機修護工作,以確保飛航 安全。在實際營運中,時常由於班機隨機到離延誤、飛機臨時與非預期性故障以及飛 機調度等因素,造成停機線航機檢修時間與需求改變,使得停機線的修護人力需求產 生隨機性的變動。在此隨機性擾動影響下,安排的人力容易無法配合實際航機所需的 修護需求,導致人力的供給難以反映與運用於實際作業中。因此,本研究擬考量停機 線修護人力隨機需求之情形,發展停機線修護人力供給規劃模式與其求解演算法,期 能有效地規劃一較符合實際隨機需求擾動之人力供給,以提昇修護人員的工作效率與 整體飛航安全。 本研究擬利用數學規劃技巧,考量目前實務固定排班與初擬彈性排班兩種作法, 分別發展隨機性固定與彈性人力供給模式,兩模式除考量人力需求之隨機特性外,亦 同時考慮各需求隨機狀況下的加班人力。另外,由於實務問題中兩模式規模甚為龐大, 難以直接以現有數學規劃軟體在合理的時間內求得最佳解,因此本研究擬結合隨機規 劃問題特性與分解式演算法概念,分別發展兩啟發式演算法以有效求解兩模式。最後, 我們擬以國內一航空公司資料為例進行分析,並根據研究的結果,提出結論與建議。""A good maintenance staff schedule can help an airline to efficiently perform aircraft maintenance so as to ensure its aviation safety. In actual operations, the varied time and requirement of the aircraft line maintenance, resulting from stochastic flight delays, temporary and unexpected malfunctions as well as aircraft reassignments, will cause stochastic personnel demands of aircraft line maintenance. As a result, a manpower supply plan cannot meet the actual demand of the aircraft line maintenance and is difficult to be applied under stochastic demand disturbances. Therefore, in this research, we will consider stochastic personnel demands of the aircraft line maintenance to develop two line maintenance manpower supply models and related solution methods. It is expected that the models and solution methods can efficiently plan good manpower supply for stochastic personnel demands so as to enhance the work effectiveness of the maintenance staff and the aviation safety. We will use the mathematical programming technique, considering the current fixed and flexible schedule methods, to develop two stochastic fixed and flexible manpower supply models. The stochastic personnel demands and work overtime in each stochastic demand scenario will be simultaneously considered in the two models. In addition, the problem sizes of the two modes are expected to be huge and cannot be optimally solved in a reasonably short time by using current mathematical solver. We will also combine the stochastic programming characteristics and the decomposition method to develop two heuristic methods to solve the problems. We will perform a case study using the real operating data from a major Taiwan airline. Finally, conclusions and suggestions will be given."
