Description

Abstract
制定基因轉殖水產生物田間試驗管理規範為使台灣成為水產種苗中心,在已有的良好水產養殖基礎上,台灣政府與產業均應積極部屬發展基因轉殖產品,以期趕上歐、美各國,一旦基因轉殖水產品核准上市時,可確保台灣日後的生物科技競爭力與經濟利益。目前基因轉殖水產生物技術發展仍有一些瓶頸亟待克服,諸如基因插入染色體之數目及位置無法控制;育種過程中穩定遺傳修改較難,轉殖基因表現較難控制;需要長期育種計畫及養殖設施(含防逃措施);基因轉殖魚釋放至野外對環境所造成的影響;養殖設施與生物體之限制設施(biocontainment);社會大眾與國際間的接受度。建立周延之基因轉殖動植物生物安全評估規範與制度,並迎合國際規範成立跨部會協調體系。並建立跨部會生物安全管理機制,以配合生物安全議定書之國際規範: (一) 建請行政院成立跨部會生物安全管理推動小組,以協商生物安全議定書有關基因改造活生物體(Living Modified Organisms,簡稱LMO)的越境轉移、過境、裝卸及利用等相關事宜,並研擬「生物安全管理措施推動方案」。 (二) 參酌世界各國之LMO產品相關進出口管理措施,由農委會會同經濟部(國貿局、工業局、技術處)、衛生署、環保署、國科會等部會,研訂我國LMO產品之輸出入管理辦法。 Presently in Taiwan, regulations concerning contained research, field trials and commercial production of transgenic fish are evolving under the Bureau of Fisheries. In present draft, all the factors that must be considered in the design of different barriers used to confine GMOs within the site of the research project. For each possible escape path in the water system, the minimum expectation for each project requiring risk management is to have sufficient numbers of barriers in series to achieve either "no/negligible escapes" or the "acceptable number of accidental escapees," as specified in the Risk Assessment conclusions, of all life stages of the GMO occurring during the duration of the project. Possible aquatic escape paths will be considered in this draft. Protection against escape paths beyond the water system is also necessary. At least two types of possible barriers to aquatic escape paths are available to the aquatic transgenic fish facilities: physical and/or chemical barrier, mechanic barriers.
