Description

Abstract
近年由於美國在WTO對歐盟提出GMO(Genetically Modified Organisms)產品的貿易障礙爭議。我國所發展出的基因改造螢光魚,即便在開發者指出90%的基因改造螢光魚不具生殖能力後,仍已遭日本、英國、新加坡等國的禁止進口;美國德州的基因改造螢光魚開發業者的產品,也遭其國內商機最大的加州政府禁止輸入。為使台灣基因工程觀賞魚符合國際生物安全議定書管制LMO進出口之運作機制,本計畫將協助政府相關部門建立水產生物(含觀賞魚)之基改生物、環境安全評估及認證制度。並建立開發快速、有效之PCR、real-time PCR、西方點墨法、生物晶片或其他多重生物技術檢測方法,對轉殖基因作多重的確認檢測,以掌握轉殖基因之流向,並管理其對環境生態可能之衝擊。唯有建立周延之基因轉殖動植物生物安全評估規範與制度,以配合生物安全議定書之國際規範。方可確保台灣日後的生物科技競爭力與經濟利益。 More than a dozen of laboratories in USA and Canada are actively engaged in transgenic fish research. Presently in Taiwan, regulations concerning contained research, field trials and commercial production of transgenic fish are evolving under the Council of Agriculture of Taiwan. Under pending Taiwan regulations for the use of transgenic fish in enclosed facilities or hatcheries, To assess the effectiveness of current fish containment and sterilization techniques in order to reveal factors of risk involved in commercially culturing these fish in land-based systems, here we propose following studies: 1) Development of Performance standards for safely conducting research with genetically modified fish and shellfish ;2) Development of Manual for assessing ecological effects of genetically modified organisms;3) Establishment of standard operation protocol of molecular diagnosis for transgenic aquatic animals; and 4) An establishment of collaborative network with Western scientists to develop protocols for and to conduct sound and safe research on transgenic fish research. in Taiwan.
