Description

Abstract
本年度目標: (1) 蒐集國內外漁船機艙廢油回收處理作業體系、作業規定、廢油再生處理技術資料. (2) 擬定回收處理機艙廢油之作業程序、回收處理漁船廢油作業所需之回收設施、設備及設置地點、回收或提煉處理機構或廠商清單. (3) 以漁船柴油引擎動力計及燃燒爐實驗測試再生油品燃燒特性.重要工作項目: (1) 針對漁船機艙廢油,擬訂回收作業所需之廢油回收設施、設備及設置地點清單. (2) 擬訂回收處理漁船機艙廢油之作業程序. (3) 蒐集國內外船舶廢油回收處理體系,擬訂國內對於漁船廢油回收再生處理體系、相關作業規定、及回收再生處理技術. (4) 以相關再生技術研究提煉漁船廢油為再生之漁船引擎或鍋爐用燃料. (5) 以所負責之漁船柴油引擎暨能源實驗室之實驗設備測試所提煉出來之再生柴油之油品性質、引擎性能和排氣特性、燃燒爐燃燒性質等. (6) 推廣廢油回收處理體系、作業規定、廢油再生處理技術,以改善漁船機艙廢油排放造成海域環境污染,提昇環境品質.預期效益: (1) 經由蒐集整理、分析國內外對於漁船機艙廢油回收體系、作業規定等之相關資料,可作為擬訂相關規定之參考依據. (2) 經由擬訂漁船廢油回收設施、設備、設置地點清單,可適當回收漁船廢油,減少對海域環境污染. (3) 經由蒐集整理分析國內外廢油回收技術,可提供技術研發實用回收處理技術參考. (4) 經由研究測試廢油提煉技術,及以漁船引擎與燃燒爐實驗測試燃料性質,可以資源回收處理技術,將廢油轉換為可再生能源. (5) 推廣回收體系及再生處理,減少漁船廢油污染,改善環境品質.The goals of this study are: (1) To collect technique information on regulation and operation system on re-cycle and/or refinery methods of wasted oil from fishery boat engine room. (2) To formulate operation procedure, re-cycle facilities, criteria to select a re-cycle and/or refinery location, and also a complete list of the potential organization and/or private companies who have the capabilities to engage in the re-cycle and/or refinery operation. (3) To test the burning characteristics of the re-cycled oil from the wasted diesel engine room of the fishery boat. The major thrust areas are: (1) To formulate a list of the facilities and locations for the re-cycle and-or refinery operation. (2) To formulate a standard operation procedure and/or guidelines. (3) To study on the existing international operation systems as references so as to formulate our own suitable recycle and/or refinery regulations, technologies, and operation systems. (4) To study possible refinery method to re-use the wasted oil. (5) To test the quality, the characteristics, the exhaust gas characteristics, and the burning characteristics of the re-used wasted oil. (6) To promote the technology of the re-cycle and/ or refinery technology to reduce environmental pollution problems. The expected achievements of this study are: (1) To formulate an operation system as well as its regulation to serve as a standard guidance for our fishery boat owner as well as the administrating organization. (2) To reduce environmental pollution problems through the re-cycle and/or refinery operations. (3) To serve as a valuable research data for further study and further technology development. (4) Through the technology of re-cycle and refinery, to provide technology how to re-use the wasted oil. (5) Through the re-cycle and reuse operation to improve our environmental quality and also living standards.
