Description

Abstract
船舶使用燃油品質遠劣於車輛,包括高的含硫量、瀝青質及雜質、黏度等,經過燃燒後所排放的各式污染物是主要的污染源之一,國際海事組織(IMO)制訂國際防止船舶污染國際公約(簡稱MARPOL公約)的Annex VI修訂案,規範船舶用油的硫含量需自2020年起降低至0.5 wt.%。近海漁船航行區域接近住宅區或市區,排放的固、液、氣等型態的污染物直接衝擊生態環境及居民的健康,漁船使用的甲種漁船用油的硫含量為1.0 wt.%,降低至0.5 wt.%後仍為行駛於港區的汽、柴油車的硫含量標準(小於10 ppm)的500倍之多。於船舶排氣端裝置洗滌器是削減硫氧化物排放污染量以符合IMO的MARPOL低硫規定的技術策略之一,惟其造價昂貴且目前只能裝置於貨櫃輪等大型商船,為有效抑制漁船等小型船舶的排放污染,本研究將開發設計適合漁船等船舶使用的洗滌器,本系統除針對SOx及PM 減量外,也同時針對NOx進行削減; 也將探討電子束排氣處理技術降低SOx, NOx等排氣量。將使用漁船柴油引擎動力計測試及調整所設計建造之洗滌器對於排氣中的SOx, PM, NOx的減量效益;另外使用主機模擬器系統測試最佳的引擎參數操作範圍。在第二年將針對裝置洗滌器後造成排氣背壓值的提高進行測試及改善,擬藉由配合使用一小型鼓風機構調整排氣背壓值,達到引擎順利排煙,同時優化引擎性能、降低耗油率及削減SOx, PM, NOx等各種排放污染物的目標,不僅符合IMO的低硫政策規定,也保護民眾健康及生態環境。Marine diesel engines use fuel oil which is much inferior to that of vehicles. The emissions from burning such fuel oil that contains high contents of sulfur, asphalt, metallic impurities and high viscosity are one of major sources of pollutants. The amended Annex VI of International Convention for the Marine Prevention of Pollution from Ships, briefly termed as MARPOL approved by International Maritime Organization (IMO) will enforce all ocean-going vessels powered by fuel oil with sulfur content lower than 0.5 wt. % since January 2020. Among those vessels, the impact of emission of fishing vessels sailing near resident or urban areas on the human health and eco-environment is even more direct and severe. In addition, the current sulfur content of fishing fuel oil A is 1 wt. %, its further reduction to 0.5 wt. % is still 500 times of that of fuel oil for road vehicles. The installation of scrubber at the tail pipe of diesel engines can curtail SOx emission in compliance with low-sulfur regulation of MARPOL. However, the scrubber cost is still too expensive and only suitable to large-sized container vessels. Therefore, small-scale economical scrubber for fishing vessels is purported to be designed, constructed, and tested in this study. Except for SOx and PM reduction, NOx reduction is incorporated in the scrubber design. Technology of Electron Beam Flue Gas Treatment (EBFGT) will be applied to reduce SOx and NOx emissions as well. An engine dynamometer will be used to test the performance of the scrubber and the back pressure increase. An marine engine simulator will be applied as well to establish the optimum operating ranges of key parameters. In the second year, the extent of back pressure increase accompanied with the scrubber installation and resolving technique will be investigated. A mechanical blower is considered to help pump out the exhaust gas. Finally, the optimization of the operating conditions of the engine and scrubber will be carried out to achieve superior engine performance, lower fuel consumption and higher emission reduction of SOx, NOx and PM.
