Description

Abstract
根據聯合國氣候變化綱要公約(UNFCC)、政府間氣候變遷小組(IPCC)與聯合國環境規劃署(UNEP)等相關研究顯示,在全球氣候變遷之趨勢下,島嶼與海岸地區將是影響最劇烈之區域。海岸地區由於地勢、地層下陷、海平面上升、與氣候變遷之影響,儼然已是包含洪泛、暴潮、低地、與鹽化等高風險地區。在國土資源有限之情形下,如何減緩地層下陷並促進國土資源永續利用係國土利用與確保自然環境資源之永續發展之重要課題。本研究計畫擬規劃為三年分期進行,第一年擬針對海岸地區多層含水層互層系統地層下陷數值模式建置,並發展一維Biot壓密理論應用於互層土層之地層下陷模式,以模擬不同情境下海岸地區發展受長期地層下陷之影響。本研究第二年擬進行海岸地區嚴重地層下陷區域趨勢、潛勢及脆弱度分析,研究內容包含海岸地區嚴重地層下陷區域趨勢及潛勢分析與海岸地區嚴重地層下陷區域脆弱度分析。本研究第三年將進行全球氣候變遷對於海岸地區嚴重地層下陷區域之分析研究,研究內容將針對地層下陷現象較嚴重之區域進行情境分析,同時建立一系列不同情境下之地層下陷風險地圖,並提出整合之對策,研擬之調適策略包含海岸災害引致國土退縮、地層下陷區之防洪治理與排水問題之治理與海岸區域產業之災害衝擊。 According to the United Nations Framework Convention on Climate Change (UNFCC), the Intergovernmental Panel on Climate Change (IPCC) and the United Nations Environment Programme (UNEP) and other relevant studies have shown that, in the trend of global climate change, the islands and coastal regions will be dramatically affected. Due to topography, land subsidence, sea level rise, and the impact of climate change, coastal areas become high-risk areas including flooding, storm surges, lowland, and salinization. In the case of limited resources of the land, how to slow subsidence and to promote the sustainable use of land should be the most important issue to ensure sustainable development of the natural environmental resources. To resolve the problems mentioned above, a 3-year project is proposed herein. The proposed plan for the three-year research project carried out in stages. The first year of this study is to develop a land subsidence model for the multi-layer aquifer. Accordingly, the simulations of different scenarios for long-term impact of land subsidence of the coastal areas can be carried out. The second year of the study is to conduct the land subsidence, susceptibility, and vulnerability analyses. The third year of this study is to study the effects of the global climate change to the land subsidence problems. A series of the land subsidence risk maps will be established under different scenarios. All results from this study will be used to propose the measures and the elaboration of adaptation strategies.
