Description

Abstract
"根據聯合國氣候變化綱要公約(UNFCC)、政府間氣候變遷小組(IPCC)與聯合國環境規劃署(UNEP) 等相關研究顯示,全球氣候變遷之趨勢下,島嶼與海岸地區將是影響最劇烈之區域。海岸地區因地勢、 地層下陷、海平面上升與氣候變遷之影響,儼然已是包含洪泛、暴潮、低地、與鹽化等高風險地區。 在國土資源有限之情形下,如何減緩地層下陷並促進國土資源永續利用係國土利用之永續發展重要課 題。本研究計畫擬規劃為三年分期進行,目前已執行第一年研究工作,主要研究工作項目為進行海岸 地區多層含水層互層系統地層下陷數值模式之建置,為順遂整體計畫之目標,本研究第二年擬進行海 岸地區耦合地層下陷數值模式及潛勢地圖建置,研究內容包含海岸地區地層下陷災害基礎資料建置、 多層含水層耦合地層下陷數值模式技術及嚴重地層下陷區之趨勢及潛勢分析。本研究第三年擬針對氣 候變遷對海岸地區嚴重地層下陷區進行情境分析及風險分析,建立一系列不同情境下之地層下陷風險 地圖。最後將針對三年之研究成果進行成果匯整,整合重點為評估海岸地區地層下陷風險地圖指標, 並針對高脆弱度與災害風險區域研擬調適策略,包含海岸災害引致國土退縮、地層下陷區之防洪治理 與排水問題之治理與海岸區域產業之災害衝擊。" "The studies from the United Nations Framework Convention on Climate Change (UNFCC), the Intergovernmental Panel on Climate Change (IPCC) and the United Nations Environment Programme (UNEP) have demonstrated that the islands and coastal regions have been dramatically affected based on global climate change. The coastal areas have become high-risk areas including flooding, storm surges, lowland, and salinization due to the problems of the land subsidence, the sea level rise, and the impact of climate change. In the case of limited resources of the land in Taiwan, how to slow down the speed of the subsidence and to promote the sustainable use of land are the crucial issue to ensure sustainable development of the natural environmental resources. To resolve the problems mentioned above, a three-year project is proposed herein. The first year project is currently under executed and the outcome is to develop a land subsidence model for the multi-layer aquifer. The simulations of different scenarios for long-term impact of land subsidence of the coastal areas are carried out. The second year of the study is to conduct the land subsidence, susceptibility, and vulnerability analyses. The third year of this study is to study the effects of the global climate change to the land subsidence problems. Finally, a series of the land subsidence risk maps are expected to be established under different scenarios. All results from this study will be used to propose the measures and the elaboration of adaptation strategies."
