Description

Abstract
台灣北部地區由於人口及工業區的快速增長,已導致在枯水期間桃園地區的農業用水常須採減供或休耕方式,以補足桃園及板新地區民生及公共用水之所需,例如桃園地區近五年來(2002至2006),除了2005年沒有休耕外,五年中就有四年休耕,休耕幾乎成為該地區之常態。本計畫之目的在於探討板新地區的公共用水全部或部分轉由大台北地區供應後對桃園地區農業用水之衝擊影響。透過翡翠水庫供應板新地區之不同供水機制下,了解其公共用水的轉移對桃園地區農業用水之衝擊程度,提供兩水庫更進一步的水源聯合調度作用,以便獲得水資源運用之最大效益功能。 Northern Taiwan is a political and high-tech center. It has abundant rainfall of about 2,934 mm/yr. At present, northern Taiwan is vulnerable to water shortage due to its large amount of water consumption. The two reservoirs, Feitsui and Shihmen, currently play the leading roles to stabilize the water flow. The primary purpose of the Feitsui reservoir is water supply for the people of the Taipei metropolitan area, whereas the Shihmen reservoir is used for irrigation and public water supply over the Taoyuan area next to the metropolis. Under pressure from Taoyuan's increasing water demand, the burden on Shihmen is more than it will bear. So Shihmen wishes Feitsui to serve as a source of water to support the demand over the Banxin area, currently belonging to Shihmen's service area. The water demand in Banxin is estimated to be 1,182,000 m3/day. Yet, when and how much water Feitsui can supply to Banxin? The purpose of this paper is to analyze the feasibility of water supply available in Feitsui. Simulation results show Feitsui's surplus water can be utilized efficiently to fill Shihmen's deficit. However, after 2030 the Shihmen reservoir has a duty to release more water in order not to impair Feitsui's capability of fulfilling Taipei's water demand.
