本研究以得懷樹(Delphi Technique)及蝶勘法(DACUM)等方法,針對1978 STCW國際公約修正案中對各級輪機員的強制性適任能力加以分析,發展出培育各級輪機員的課程, 作為調整我輪機技職教育的依據以因應公約修正案的要求,並同時達成輪機技職教育各級課程一貫性的規劃. The method used in the study was both Delphi Technique and DACUM. The mandatory competence for different levels of marine engineers was analyzed in accordance with the Provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995 (STCW 78/95). A series of curriculum was developed for educating engineers on different levels, which was also considered as a basis of adjustment on the education of technology and profession to meet the requirements of STCW 78/95. Moreover, the consistent plan on the education of technology and profession for marine engineering is expected to be achieved.
