Description

Abstract
海洋天然毒主要以河魨毒 (tetrodotoxin; TTX)、麻痺性貝毒 (paralytic shellfish poison; PSP) 及熱帶性海魚毒 (ciguateric toxins; CTXs) 為主,三者皆為引起我國食物中毒之肇因毒素。其中河魨毒及麻痺性貝毒屬急毒性之神經性毒素,且致死率相對於其他食物中毒事件高;熱帶性海魚毒食用過量則會導致急性中毒,嚴重時亦可能致死。由於海洋天然毒所造成之食品中毒之致死率相當高,急需儘快建立監控系統以防止其對國民健康之危害。目前全球海洋天然毒素多以麻痺性貝毒及熱帶性海魚毒為主要監測及風險預警對象,而河魨毒之中毒事件則於亞洲國家較為常見。目前臺灣因河魨毒、麻痺性貝毒及熱帶性海魚毒所引起之中毒事件時有所聞,其中偶有死亡事件發生。各類海洋生物毒雖已有相應規範,但監控及預警部份侷限於環境資訊不足而尚不完備,故政府仍需針對各類毒素之特性,參考臺灣環境因素訂定適宜本國之監控及風險預警系統。 本次期末報告主要針對臺灣常見之海洋生物毒,包括河魨毒、麻痺性貝毒及熱帶性海魚毒,提出適合我國執行之風險監測管制規劃,架構出監控及風險預警模式系統,並歸納執行相關之政府單位,進一步討論國內外之預警通報機制。此外,亦針對臺灣及中國大陸市售疑似河魨加工產品(香魚片)進行物種及毒性調查,並舉辦「亞太海洋生物毒監測與風險預警模式系統研討會」與外國學者交流,瞭解美、日兩國對於海洋生物毒之監測及風險預警之管理模式。資料收集的部份,除整理歐盟及日本對於海洋生物毒之監測與風險預警模式系統外,亦統整了近二十年國內外海洋生物毒食品安全案例,以及臺灣常見含河魨毒、麻痺性貝毒及熱帶性海魚毒之海洋生物種類、國民攝食量統計及相關中毒案例,並將之以流行病學統計整理,以作為我國政府風險監測及預警之參考依據。 海洋生物毒風險監測之管制規劃,包括針對採樣及管制、監測項目、毒性及物種檢測方法,以及政府相關部門等提出執行方案,訂立監測後之預期目標。在採樣及管制部份,分別針對河魨毒、麻痺性貝毒及熱帶性海魚毒之相關物種,提出採樣及管制之時間與地點;而監測項目則針對各類毒素、物種及養殖池水提出檢測項目,規劃各毒素之毒性與相關物種之檢驗方法。進一步架構海洋生物毒之監控系統及風險預警模式,分別就進出口食品之監控,以及水產品之產地、加工及流通之監測及預警模式作詳盡的流程規劃。政府相關單位的部份,統整各部會之職掌與職責,期待政府能進一步完成整合與分工,以確實對國內海洋生物毒達到監測與風險預警之功效,並通過預警通報機制與國際接軌。 海洋天然毒素之監測及風險預警作業需長期執行,需儘快確立標準之監測項目、管控流程及預警模式,以確保臺灣民眾食品相關之健康安全。本報告提出以三種海洋天然生物毒素為監測及風險預警對象,並參考國際趨勢及相關資訊,提出對應之執行系統模式,期待能完善臺灣針對海洋毒素之監測與風險預警效能,保障國人對於水產品之食用安全。 Tetrodotoxin (TTX), paralytic shellfish poison (PSP) and ciguateric toxins (CTXs) are the most important marine toxins caused seafood poisoning for humans. Among these three marine toxins, TTX and PSP are acute neurotoxins with high lethality. The monitoring systems of marine toxins need to be established immediately, and be used to prevent healthy injury of Taiwanese people. Presently, the monitoring and risk warming objects of marine toxins are mainly focused on PSP and CTXs in the whole world. However, the cases of TTX poisoning were also commonly occurred in Asia. In Taiwan, the poisoning cases caused by TTX, PSP and CTXs were observed in recent years, and some of them are lethal cases. Even though there have been some preventive systems for marine toxins in Taiwan, but the monitoring and risk warming systems still needed to be constructed completely. This report focuses on monitoring and risk warming systems of three marine toxins, including TTX, PSP and CTXs common in Taiwan. The monitoring plans and the risk warming systems are suggested to our government. Besides, the species and toxins of suspected puffer-made products (dried dressed fish fillets) from Taiwan and mainland China were investigated in this report. A conference named “Symposium of Monitoring and Risk Warming for Marine Toxins in the Asia-Pacific Area” was hosted for communication to experts form American and Japan. For collecting information, the monitoring and risk warming system in Europe and Japan, the statistics of seafood poisoning cases in recent 20 years, and the common species and poisoning cases related to TTX, PSP and CTXs in Taiwan were presented in this report. The plans of marine toxins monitoring are including the objects of sampling, control, monitoring items, toxicity, species identification, the management of government, and the expected purposes. The location and timing of the species with TTX, PSP and CTXs are suggested for sampling and control, and the monitoring items included related toxins, species and the aquaculture water. Furthermore, the monitoring system and risk warming model are constructed by planning the import and export monitoring, and the source, produce and transport of seafood. The monitoring and risk warming system of marine toxins require cooperative work from different departments of government. The monitoring and risk warming system of marine toxins need to long-term administer. The standards of monitoring items, control program and warming model are supposed to be established as soon as possible for Taiwanese peoples’ healthy. In this report, the monitoring and risk warming system of three marine toxins, and related information are presented as reference resources for our government.
