Description

Abstract
研究船及支援海上探測與後端研究所需之貴儀設備是海洋科學研究不可或缺的載具與平台,新海研2號已於2020年1月由科技部移撥給國立臺灣海洋大學負責管理維運。本校每年將編列4,000萬之校務基金,交由研發處研究船船務中心負責營運。支援海上探測與後端研究所需之貴重設備及技術能量的建置與維運所需之常態運作經費,透過科技部研究船貴儀計畫申請補助,亦即本計畫。本計畫的主要工作內容為:(1)研究船探測設施的經常性維護與校驗;(2)支援科技部核准計畫海上探測設備需求;(3)支援其它研究船海上探測作業需求;(4)協助海上實習及海洋教育推廣;(5)規劃建置支援海洋生地化特色研究領域的關鍵技術能量。本計畫是一常態的服務型計畫,為確保航次使用者順利取得海上珍貴資料與樣本,以(1)支援科技部研究船海上探測使用之貴重儀器妥善率100%;(2)貴儀服務滿意度達90 %以上等兩項指標,做為服務成效的關鍵績效指標(KPI)。108年度的計畫仍在進行中,本計畫依往例提報107年度計畫(2018/08/01~2019/07/31)的服務成效供審查。107年度計畫的服務成效為:(1)支援共60個航次合計125天之海上探測任務,科技部研究計畫占66 %。執行天數較往年平均值低之原因,除了配合新研究船的驗收前的海試之外,主要是執行內政部及經濟部委託計畫之教授取消了共35天的航次;(2)支援友船(海研一號、海研三號、水試二號)探測設備共43日;(3)自我要求的兩項關鍵績效指標達成率均為100 %。新海研2號已於2020年4月開始正式營運,船上配備之貴重探測設備較海研二號多出許多尖端的隨船同步聲納設備,評估未來五年貴儀年度常態維運所需之技術人力與經費將較往年為高,為確保貴儀常態性的維運可以無縫接軌,未來五年擬申請每年1,100萬(不含管理費與油料補貼費)的業務經費補助。另外,依科技部大地科學門的會議結論,本計畫將協助規劃建置支援海洋生地化研究領域的特色關鍵設備與技術能量,彙整各校未來五年貴儀巡迴說明會的建議,本計畫建議可逐年完成(一)海洋與大氣微奈米級顆粒鑑識與分析系統、(二)海洋碳化學暨同位素分析系統、(三)海洋浮游生物高速分析系統、(四)岩芯非破壞性高速分析系統、(五)活動式震測空壓系統等五項關鍵技術服務能量的建置,並據此協助學界推動「具有在地價值與國際領先」之國際整合研究計畫。 Research vessels are the most critical vehicles and platforms for marine research. The ships are equipped with shipboard advanced instruments and special tools that allow oceanographers to explore ocean environments. In January 2020, the Ministry of Science and Technology (MOST, Taiwan) has transferred the New Ocean Researcher No.2 (New OR2) to the National Taiwan Ocean University (NTOU) for follow-up maintenance and operation. NTOU committed an annual budget NT$ 40 million to meet the requirements in attaining effective operation and function of New OR2 Instrumentation Center. Regular expenses for equipment operation, personnel support, and establishment of novel research platforms were from MOST. The primary focuses of the Instrumentation Center of New OR2 are to (1) calibrate and maintain shipboard instruments and facilities; (2) serve oceanographic observation and support MOST research projects; (3) cooperate with other research vessels for oceanographic investigation; (4) offer internship courses of marine research and educational cruises and (5) develop novel technologies in marine sciences. This service project aims to support scientists with shipboard precious instruments in New OR2 for ocean research. The Key Performance Index (KPI) is (1) availability of the precious instruments used in New OR2 cruises should arrive 100 % free of malfunction and (2) the score of service satisfaction should arrive beyond 90 %.In the last project period (2018/08/01 to 2019/07/31), the service performance achieved: (1) the marine exploration division has supported 60 research cruises (125 days), 66% of cruises were from the MOST research projects. The number of days of cruises below the average of previous years, because our team needed to prepare for New OR2 vessel acceptance and two users canceled 35 days of cruises; (2) the marine exploration division has supported other research vessels (OR1, OR3, and Fishery Research 2) for investigating instruments (43 days); and (3) the two KPI reached 100%.New OR2 has operated since April 2020, the shipboard instruments and facilities such as sound navigation and ranging are much more than OR2. After evaluation, higher regular expenses are expected for equipment operation and personnel support for the next five years to perform maintenance on the existing equipment, and provide necessary personnel supports for shipboard scientific operations. During the next five years, the operation team plan to apply an 11 million/year fund (exclude management fees and fuel costs) to operate and maintain the New OR2. In addition, this New OR2 operation plans to establish five novel platforms for marine research including (1) marine and atmospheric micro-/nanoparticle identification and analysis platform; (2) marine carbon chemistry and isotopic composition analysis system; (3) high-speed platform for plankton composition analysis and sorting; (4) rapid and non-destructive sediment cores analysis system; and (5) portable air compressor system for seismology. These marine instrument platforms are expected to encourage Taiwanese marine scientists to lead international collaborative projects with regional significance and international competitiveness.
