Abstract
"地球科學學門(海洋組)研究發展及推動計劃科技部自然科學暨永續發展司各學門審議委員會對國內學界提供以下的服務:(1)協助專題研究計畫及研究獎勵申請案之學術審查;(2)出席國際會議、海外學人來華演講與短期科學技術指導、及延攬研究人才等申請案之審查;(3)出席學門聯合會議,協助科技部相關業務之推展,以及(4)其他學門海洋相關業務之重點研究規劃與推動。 除上述常設業務外,地科學門海洋組尚須協調掌握學門人力、海域觀測能量互相配合、適度分工,以有效運用資源,彰顯研究成效。而未來之推動方向主要是整合國內研究人力,依據學門規劃重點,推動各項大型整合研究計畫並定期評估計畫執行成效,整合現有研究船隻觀測能量之配置與運用,整合國內海洋資料庫,建立我國海域加值型基本資料庫,以提供產、官、學界對於國土規劃、資源履勘與開發、環境與生態保育等的依據。同時協助其它相關部會海洋研究業務之推動。今年度尤其預定著力的四項重點:(1)推動航向藍海計畫:配合新海研一、二、三號研究船竣工,藉此計畫希望將我國洋研究帶向世界舞台 ;(2)研究船特色化;(3)加強國際合作;(4)加強與各級政府海洋單位合作。" Research and development project for the Discipline of Oceanography, Department of Natural Sciences and Sustainable developmentMajor services demanded from panels of the Department of Natural Science and Sustainable Development (DNSSD) of the Ministry of Science and Technology (MOST) include (1) coordinating reviews on research projects and award applications, (2) coordinating reviews on conference applications or invitations of foreign scholars, (3) participating general panel assemblies to aid DNSSD in fulfilling it’s task in enhancing and guiding the domestic scientific researches, (4) planning ocean sciences research projects and promotions.Other than the routine services outlined above, the panel of the discipline of Oceanography is obliged to coordinate the efforts, resources and offshore sea observational capability from the domestic community of oceanographic research and adequate subdividing of the group efforts according to each of their own characteristics can be achieved to enhance the efficiency and performance for the domestic research and survey of the ocean sciences. Moreover, the major task of the panel is to coordinate efforts and resources, to appraise priority of research projects of ocean sciences research and to promote integrated projects that focus on topics that are either along the academic frontier or are related to what have direct impact to our social, economy needs. Constant efficiency and performance assessment of these prioritized projects are obviously essential. Furthermore, efforts on integrating ocean data bank to gradually develop the domestic fundamental ocean data set to provide services for the purpose of ocean resources planning (biological, geological and energy), claiming national domain, offshore engineering background investigation and offshore environment protection etc. Four tasks of high priority in the next year are (1) to coordinate and promote the project of Sailing to the Blue Sea (SBS): the project operate in coordination of the launching of three new R/V NOR1, NOR2 and NOR3 at the end of 2019 or the beginning of 2020, hope to lead our oceanographic research embrace into global ocean, and (2) to specialize the three new R/V NOR1, NOR2 and NOR3: to establish the specialization of each research vessel in a few years, and (3) to strength the international collaboration, especially with NSF, WORI (USA) and AORI (Japan), and (4) to enhance the corporation with the government authority of oceanography.
