Description

Abstract
氣候變遷對魚類資源之影響至少包括資源量、洄游路徑及分布界線,反應在漁業上則為魚種、漁期、漁場及漁獲量等之變化,其衝擊程度並不亞於人類的漁獲壓力,漁業的管理與永續利用自不應忽略氣候變遷因素。我國漁業分為遠洋、沿近海及養殖漁業,受到氣候變遷影響的程度各有不同﹕沿、近海漁業因缺乏多獲性浮魚資源,以短期間、小規模為主,加上長期處在過度捕撈的脆弱狀態,氣候變遷的衝擊極可能加速導致一些種群的滅絕或遠離;養殖漁業多採高密度的養殖方式,對於海域的生態環境已造成一定程度的壓力,工業化增加了海岸帶的污染,氣候變遷不利因素的衝擊(暖化、水位上升、酸雨等)將升高產業風險;遠洋漁業遍佈世界各水域,氣候變遷造成之海域別資源起落,造成經營上的不穩定性。國內此領域之研究以個案為主,且關切之議題也各有偏重。本研究透過文獻回顧的方式加以歸納、分析與重整,分別就遠洋、沿近海與養殖漁業之關鍵漁業或魚種,探討氣候變遷造成之衝擊,再進一步研析適應策略。本子計畫依據總計畫揭示之總目標與重點,將完成以下研究內容:(1)已觀察到之氣候改變及對漁業環境之衝擊;(2)彙整相關報告說明未來可能之衝擊及不確定性;(3) 提出之調適策略;及(4)脆弱度與政府因應氣候變遷能力分析。The impact of global climate change on fishery resources is by no means less than those caused by human being’s fishing pressure. Such climatic impact, including shifts in migration route, spatial distribution, target species, fishing season, fishing location and out come of catch, has become crucial factors in sustainable fishery development. The levels of impact are different in Taiwan’s fishery category, i.e. distant-water, coastal/offshore and aquaculture fisheries. As for coastal/off-shore fishery, long-term vulnerability caused by over-fishing and lack of abundant stock, the climate change may speed up distinction or recruitment failure of some species. In aquaculture fishery, the environmental pressure is not only from high density culture systems itself but also from pollution in coastal zone industrialization. The risk of the industry may be increased because of climate impact in terms of warming, sea level rising, acid rain and etc. Although the distant-water fishing grounds are globally located, the regional fluctuation of fish stock reacting the climatic change may raise the uncertainty of business. Since the domestic fishery researches regarding climatic change are only available in case studies and most of them focus on specific issue. In this study, we are going to compile, analyze and re-organize the related information through references review. With these information, we’ll assess the impact of climatic change on specific key species in distant-water, coastal/off-shore and aquaculture fisheries as well as to figure out adaptation actions, respectively. The contents of the study will be as the following: (1) Observed changes in fishery environment; (2) Identify future possible impacts and uncertainty through reference compilation and review; (3) Adaptation practice, options, constraints and capacity; and (4) Assessing key vulnerabilities and the risk from climate change.
