Description

Abstract
"氣候變遷對海洋漁業造成的氣候衝擊已相當明確,氣候災害對海洋漁業的直接與 間接影響已經逐漸加劇。臺灣位於全球氣候衝擊熱區,氣候變遷的影響力將不容忽視。 未來,隨著氣候變異的加劇,氣候變遷對整體漁業的影響將更為深遠。面對未知的氣 候災害時,我們必須有足夠的科學證據與依據做為參考,以擬定合適的調適管理措施, 減輕與避免氣候變遷造成的災害與損失。基此,本計畫之研究目的為全面性探討氣候 變遷對整體漁業的影響,以地理環境相似且魚類資源共享的日本為研究比較對象,瞭 解兩國漁業資源的相互影響關係,以及面對與因應氣候變遷時漁業經營者的共同議題 與差異點。最後,根據自然環境與人文社會兩方面的研究結果擬定未來合適的地方調 適策略。海洋環境資源受到人為與自然環境兩因素的干擾,人為影響往往較為直接明 顯,自然環境影響則容易因人為因素的掩蓋而忽略。因此,為減少人為因素的影響, 本研究選定定置網漁業為研究對象,透過臺灣與日本長期的定置網漁獲量與環境資料 進行研究分析,以探究海洋環境變動對漁業資源變化之間的關係為何。再者,透過實 地訪查確定漁業經營者面臨的氣候衝擊,以及不同的漁業經營者與地方漁村的地方調 適策略。最後,透過比較分析法探究臺灣與日本漁業經營者與地方漁村調適策略的異 同點,並針對臺灣現行調適策略不足之處,擬定與規劃未來可行的調適選項,藉此降 低、避免與減輕未來氣候變遷加劇可能產生的海洋環境、社會與經濟影響。""The impact of climate change on ocean fisheries has been quite clear, direct and indirect impacts of climate change disasters on ocean fisheries has gradually increased. The influence of climate change cannot be ignored since Taiwan is located in a hot-spot area impacted by climate change. In the future, as climate variability intensifies, the impact of climate change in the overall fisheries will be more far-reaching. When we face an unknown climate disaster, we must have sufficient scientific evidence and foundation to act as reference, to develop suitable adaptive management measures to mitigate disasters and avoid losses caused by climate change. Based on the purpose of this research project comprehensive investigation on the effect of climate change on the overall fisheries, Japan studies have targeted the relationship of both countries mutual influence on their fisheries natural resources, also results from studying both the natural environment and the human influence aspects we can draw up suitable future regional adaptive measurements. Set net was selected for this research to reduce the interference of human factors, with Taiwan's and Japan's research analysis of long range Set net fish catch data and environment information, why is it that there is a relationship between alterations in the ocean environment and changes in fishery resources. Moreover, through on-site investigation the fishery manager or inspector certainly will be confronted with the impact of the climate, as well as be confronted with different fishery managers or inspectors from diverse regional fishing villages and the local adaptive measurement they have taken. Finally, with a comparative inquiry analysis of Taiwan's and Japan's fishery managers and local fishing villages adaptive tactics similarities and differences, together with Taiwan's current department insufficient adaptive measurements or tactics, we need to draft and plan for future feasible adaptive options, thereby reducing, averting and to lighten the influence of future intensification of climate change on the marine environment, society and economy."
