Description

Abstract
本計畫過去參年的執行成效已在漁會、開發商、漁業署與能源局四者之間形成良好的橋接,建立的溝通平台協助其彼此間進行溝通與協調,已能隨時掌握各方之動態與想法,並能適時發掘關鍵問題與提出具體務實之因應對策,供漁政與能源主管機關參酌。首先是協助漁業署研擬並公告了離岸風電的漁業補償算定基準公式,已解決離岸風電最關鍵之漁業問題。其次是協助漁會爭取到漁業回饋金(開發協助金)之立法,並比照台電促協金模式與案例,研提計算透明,分配合理之方案,對此目前漁會與開發商均希望越簡單越單純越好。風場友善漁業空間之規劃,持續進行潛力場址與海纜路由上既有漁業活動與風場魚礁效益之調查,以累積建立風場施工前之漁業基本資料庫,至於風場內之箱網養殖規劃,因其長期加成效應尚難明確評估而配合政策暫時作罷。 107年將持續執行著有成效之溝通平台、所有潛力場址既有漁業活動之調查、人工魚礁效益評估調查。此外,針對行政院「離岸風電示範案漁業協商」會議結論:應對雲彰隆起海域後續漁業經營管理之整體規劃,包括漁民生活救助、協助漁民轉業、調整經營型態等研擬通案性協助機制。經濟部加以因應之推動規劃為研析漁業與離岸風電共榮方案,如轉型海上觀光業、休閒漁業、或以漁船作為風場運維交通船等。以及「離岸風電與當地生態環境之配套處理措施」之院長提示(五):就未來設置風機之海域,應預為規劃該等區域內相關之漁業規範。爰此,本年度之重點工作項目,追加漁民轉型參予離岸風電運維與結合風場發展觀光休閒漁業之可行性評估,以及風場附近漁業活動規範之研擬。四年的研究成果咸信均能順應並解決臺灣發展離岸風電過程中所遭遇之主要漁業問題,進而促進離岸風電之順利發展及其與漁業之共存共榮。 The implementation of this program in the past three years has been successful among Fishermen's Association, developer, Fisheries Agency and the Bureau of Energy via a communication platform to help them communicate and coordinate with each other, which has been able to trace all of the situations and ideas, and explores key issues and specific counter-measures in properly time in order to provide information as references for both fisheries and energy authorities. Firstly, offshore wind energy fisheries compensation calculated formula derived from this research has been confirmed and announced by FA last year, and is able to solve most key fisheries issues for offshore wind power. The second is to assist the Fishermens’ Association to obtain the fisheries feedback fund legislation, which follow the Taipower Power Development Foundation model to make an alternative calculation transparent, reasonable distribution of program, which at present fishing and developers hope that simpler is simply better. The spatial planning of wind farm-friendly fisheries will be still continuously carried out for next year, and the potential site and submarine cable route survey of the fishing activity has continued on to accumulate data for establishing wind farms before construction of fisheries basic database. However, for the cage-net culture in the wind farm planning, it is difficult to make a clear assessment due to its long-term additive effect, and co-ordination policy is temporarily abandoned. In 2018, it will be continued to carry out effective communication platform, all potential sites invested for fishing activities, and artificial reefs benefit assessment surveys in wind farm. Also, following Executive Yuan’s " Fisheries negotiation of Offshore Demonstration Incentives Plan " meeting conclusion: should Yun-Chang Rise waters follow-up fisheries business management of overall planning, including fishermen living cost aids, assisting fishermen to change jobs, and adjustment business operation type for elaboration of mechanisms of assistance through case. The Ministry of Economy should promote the planning for the research and analysis of the fisheries and offshore wind power planning, such as the transformation of the sea tourism industry, recreational fisheries, or fishing vessels as being traffic vessels for wind farm transportation. And in the “Supporting measures of offshore wind power and the local ecological environment" Tip (5): For the future setting of wind turbines, the relevant fishery regulations in these areas should be pre-planned. Therefore, this year's main research items are additional subjects including fishermen’s transformation involved in the offshore wind power operation and maintenance of wind farms combined with the feasibility assessment of development of recreational fishing industry, as well as development of the fisheries activities regulation near the wind farm. The results of the four-year project are believed to be able to modify and solve the major fisheries problems encountered by offshore wind power development in Taiwan. We hope to promote the smooth development of offshore wind power and its co-existence with fisheries prosperously.
