Abstract
台灣流域土砂生產量大,常造成河道淤積,在堰壩蓄水區更是明顯;堰壩及跨河構 造物之布置,使中下游局部河段常有顯著沖刷情形。相關防洪排水設施維護、河道變遷、 水及土砂資源利用、流域管理機制等,受到氣候變遷與極端降雨之影響,流域土砂災害 與河道沖淤問題成為有關單位治理規劃所遭遇之關鍵課題。 劇烈沖淤變化流域之相關災害中,常以洪水、坡地及土石流災害類型為主;跨河構 造物下游有嚴重河床沖刷或軟岩沖刷問題;相關水庫淤積嚴重,其存廢或更新改善對河 道變遷之影響為重要課題;河道淤積包括橋梁河段之疏濬整理、對河道變遷及橋梁安全 之影響,相關自動化監測技術之研發與應用,亦為重要且有待研究解決者。 本整合型計畫以大甲溪流域為研究對象,以三年時間就流域整體角度進行泥砂相關 整治及管理議題之探討,第一年度主要為相關模式與技術之研發;第二年度進一步驗證 並持續開發模式;第三年度則將相關研究成果實際應用。整體計畫包括河道動床輸砂系 統模式之研發與應用、跨河構造物拆除對河道平衡關係探討、橋梁河段疏濬整理與橋墩 局部沖淤探討、橋梁監測技術之研發與應用、流域泥砂資源管理等,最後以研提相關具 體改善對策為目標。In Taiwan, there is a great amount of sediment yield in river basin, and it often causes riverbed deposition, especially in impounding regions of dam and weir. And the existence of dam, weir and river-crossing structure makes mid-downstream local reach with obvious scouring phenomena. Due to climate change and extreme rainfall, facilities maintenance of flood prevention and drainage, river migration, resource utilization of water and sediment, and river basin management become key issues for related authorities to do regulation planning. Flood, landslide and debris flow are common disasters in a watershed with severe river migration. There often exists severe scouring problems associated with weak rock erosion downstream the river-crossing structure. The serious deposition in reservoir and the existence of dam are also an important issue. Dredging near the reach of bridge, channel migration, the safety of bridge, and the development and application of automatic monitoring are important and need to be resolved. This integrated research project takes Dajia River Basin as study site. It is a three-year project to investigate sediment regulations and management issues on the view of overall basin. In the first year, we focus mainly on researching and developing model and technology; in the second year, do further validation and continue developing model; in the third year, take research results into practical application. Integrated project includes development and application on mobile bed sediment transport models, investigate the relationship between removal of river-crossing structure and sedimentation balance, the bridge pier’s local scour and dredging effects of the reach with bridge, development and application of bridge scour monitoring technology, sediment resource management in river basin, etc. Finally, we try to propose related specific improvement strategies and associated measures.
