Description

Abstract
根據食品安全衛生管理法第18條第1項規定訂定:「食品添加物之品名、規格及其使用範圍、限量標準,由中央主管機關定之」;並依據此項訂定「食品添加物使用範圍及限量暨規格標準」,食品添加物之品名、使用範圍及限量,應符合標準正面表列之規定,非表列之食品品項,則不得使用各該食品添加物。國際間各有關單位因應業者食品加工等需求,持續對食品添加物標準進行增修訂,本計畫將關注國際間最新管理趨勢,參酌國際間最新規定、調整之緣由、及依據,評估廠商申請「食品添加物使用範圍及限量暨規格標準」中食品添加物的規格、使用範圍及限量,並提出建議。另依食品安全衛生管理法第18條第2項明訂:「前項標準之訂定,必須以可以達到預期效果之最小量為限制,且依據國人膳食習慣為風險評估,同時必須遵守規格標準之規定」,即食品添加物標準之訂定,必須依據國人膳食習慣為風險評估,制定可維護國人飲食安全之使用規範,以避免食品業者過量添加食品添加物。申請廠商如有增列或修正申請食品添加物使用範圍及限量暨規格之需求,應依申請項目備齊「食品添加物使用範圍及限量暨規格標準增修訂申請表」資料,如涉及使用範圍及限量之修正,還需提供國人食品安全風險評估計算結果,辦理審查與行政作業程序,送予食藥署辦理審查與行政作業程序。本計畫彙整國際間「食品添加物使用範圍及限量暨規格標準」修訂申請指引,根據臺灣與國際間食品添加物使用標準修訂之文件,評估申請案件準備之資料是否完備,經確認完整性後,提出評估結果與建議,擬應用臺灣食品添加物攝取模式應用系統(Taiwan FoodAdditives Intake Model, TFAIM)結合最新臺灣國民營養健康狀況調查(Nutrition and Health Survey in Taiwan, NAHSIT)之國人攝食資料庫,評估國人攝取食品添加物可能潛在風險,檢討是否須修訂申請作業相關規範,並召開至少2場專家會議,針對計畫執行內容進行討論,以做為我國食品添加物管理規範精進之參考。 Article 18, Section 1 of the Food Safety and Sanitation Management Law clearly states that “The name, specification, scope of use, and necessary standards of food additives shall be determined by the central competent authority.” Which means that the name, scope of use and limits of various food additives shall comply with the requirements of "Scope of Use, Limits and Specifications of Food Additives". The Standards regulate the product names, specifications, scope of use, and limits for food additives, which is positive-listed; only the food categories included in this list may legally be used as additives, and non-listed and unapproved products may not be used as food additives. International organizations and national health agencies frequently revise the standards for food additives. This project aims to compile and review the latest international management trends and understand the reasons and basis for the adjustment of food additive standards. Article 18, Section 2 of the Food Safety and Sanitation Management Law clearly states that the formulation of food additives standards must be based on the dietary risk assessment of Taiwanese. When the food industry applies to amend the "Scope of Use of Food Additives and Limits and Specifications" The aforementioned assessment is required. If there is any need to add to or amend the application standards for food additives, the relevant information must be included in the application form for changing the Application Range and Limits of Food Additives and Specification. The proposed amendments must also include information from a dietary risk assessment for the Taiwanese population, and they must be sent to the Food and Drug Administration to review and process. This project compiles the revised application guidelines for the international "Food Additives Use Scope and Limits and Specifications Standards", based on the revised documents of the Taiwan and International Food Additives Use Standards, and assesses whether the information prepared in the application case is complete, and the completeness is confirmed, states the evaluation results and recommendations, and plan to use the Taiwan Food Additives Intake Model (TFAIM) and the latest Taiwan National Nutrition and Health Survey in Taiwan (NAHSIT) to evaluate the national food intake database. The ingestion of food additives by Chinese people may be a potential risk, review whether it is necessary to revise the relevant specifications of the application operation. Experts meeting will hold to propose amendments as a reference for the improvement of the management of food additive regulations in Taiwan.
