本計畫探討平板接面渦漩流在自由液面附近，受到波浪影響時，所可能發生的基礎流體力學現象，主要探討非穩態的馬蹄渦變化、尾流場的特性，以及無自由液面下所設計之消渦導流板（strake for horseshoe vortex suppression）在波浪作用下的效應。本研究的成果可應用於海岸工程、離岸工程、離岸風電、潛艦國造之潛艦設計分析等領域，從氣候變遷、能源自主、非核家園、綠色能源、國防科技自主等面相來看，本計畫的研究有其必要性與重要性，因為相關的應用都牽涉到國安議題。
