1.配合聯合國海洋科學十年之重要推展方向-海洋素養之研究趨向。 2.瞭解與比較臺灣、日本海洋教育課程實施與海洋素養之狀況。 3.分析日本高中生海洋素養情況，了解其海洋教育推動策略。 4.規劃與發展高中生海洋教育課程與實踐。 5.評估與比較兩國高中生海洋教育課程實施後，其海洋素養之情況。 6.規劃未來臺灣高中生海洋教育政策參考之用。
