本計畫旨在建立國內自主大型化半潛式浮動風機與浮動離岸變電站鏈結之前瞻關鍵技術，成果將有助於國內浮動風場機組之間電纜鏈結佈置規劃，為浮動式風場開發重要指標。此外，本計畫結合國內頂尖研究團隊（數值模擬團隊、物模團隊、實驗團隊），共同研發浮動風機與浮動變電站整體評估及開發能力，成為國內發展離岸風電產業國產化最強力之發展基石與開發支持，並提供國內浮動式風機上、中、下游如風場開發商、設計與監造企業、製造商、施工建設企業及風場營運商更加全面且通盤的設計建議。
