本計畫將針對馬祖沿岸之近海進行檢視與辨識，應用強化學習路徑規劃、深度學習視覺避障、衛星定位、影像物件辨識、資料集模型選擇、無線通訊資料串流、APP設計等技術，於「藍眼淚」好發期間，以多旋翼無人機進行沿岸近海檢視。於每天中午陽光熱能最強時，藉由近紅外線攝影機，擷取近海影像，經由機載電腦進行影像處理，分析是否有夜光藻，並將標記到的可能位置，藉由資料串流平台送至基地站的伺服器，遊客再以本計畫開發的手機APP查看，將可知道「藍眼淚」可能出現的熱區地圖，此系統的開發將可促進馬祖離島偏鄉的觀光及經濟發展。
